Description
RFQ/SOW COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR 13.5 applies. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M4Y33163A001-01 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, effective 3 September 2013. (iv) This acquisition is unrestricted. The associated NAICS code is 334220 with a 750 employee size standard. (v) Contractors shall submit, by filling out and returning the attached Request for Quote (RFQ), a proposal to provide and install console radios at the 437th Airlift Wing's Maintenance Operations Center (MOC). Please see response address, closing date and time in paragraph (xv) below. All responsible sources may submit a proposal, which shall be considered. (vi) Requirement Description: This project is to install three (3) new Motorola XTL 5000 Consolette (Brand Name or Equal) radios in a new rack, with the associated cabling, antennas and antenna mounts, for Joint Base Charleston-Air Base, South Carolina. Installation shall be performed by the radio manufacturer's authorized installer and in accordance with the attached Statement of Work. (vii) FOB Destination. (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil): FAR 52.212-1, Instructions to Offerors-Commercial; (ix); FAR 52.212-2 Evaluation-Commercial Items. The Government will award a contract to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: Low Price, Technically Acceptable (LPTA). (x) Contractors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. (Or complete electronic annual representations and certifications at http//orca.bpn.gov); (xi) FAR 52.212-4 Contract Terms and Conditions - Commercial Items.; (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2008) (Deviation) are incorporated by reference, however, the following clauses apply; (mandatory clauses; FAR 52.222-21 -Prohibition Of Segregated Facilities; FAR 52.222-26 Equal Opportunity; FAR 52.222-35- Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36 Affirmative Action for Workers With Disabilities; FAR 52.222-37 -Employment Reports On Disabled Veterans And Veterans Of The Vietnam Era; FAR 52.232-33 -Payment by Electronic Funds Transfer--Central Contractor Registration; 52.225-1, Buy American Act - Supplies. Offerors are reminded that the Buy American Act restricts the purchase of supplies that are not domestic end products. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
