- The Army Contracting Command, Rock Island, (ACC-RI) is conducting a market survey to identify interested parties to supply M67 Fragmentation Grenades, M213 fuzes, and M228 fuzes to the Government. The M67 Fragmentation Grenade is used to supplement small arms fire in close combat situations. The grenade produces casualties by high velocity projection of fragments in a uniform pattern when detonated. The M67 utilizes a steel spherical body, filled with high explosives that are initiated by a pyrotechnic delay fuze. This device is comprised of three (3) major components; 1) the metal body, 2) a pyrotechnic delay detonating fuze, and 3) the Load, Assemble and Pack (LAP) of the explosive composition and the components into the final assembly. The M213 fuze is a pyrotechnically delayed fuze, a component of the M67. The M213 fuze has a high explosive detonator. The USG may potentially procure the M213 as a separately priced item. The M228 fuze is a pyrotechnically delayed fuze used in conjunction with the M69 Practice grenade body. The M228 fuze has a black powder filled tube attached to it. The Government projects future minimum yearly requirements of approximately 35,000 full-up M67 Fragmentation Hand Grenades/year (inclusive of M213 fuzes), an additional 10,000 M213 Fuzes/year, and 10,000 M228 fuzes/year. A prospective contractor shall have the ability to procure/manufacture M213 Hand Grenade Fuzes (per the Government's TDP), the M67 Grenade Body (per the Government's TDP), Composition B explosive, and packaging material, fill the M67 Grenade body with Composition B explosive, assemble fuzes to explosively loaded bodies, perform automated inspections of various features, and packout the assembled grenades. In addition, the contractor shall have the ability to procure and supply conforming M228 Fuzes (per the Government's TDP). There is the potential that the Government will require concurrent deliveries of M67 Grenades, M213 Fuzes and M228 Fuzes which will require the contractor to have sufficient capacity to handle concurrent deliveries. The technical description of the M67 is identified as: Grenade, Hand, Fragmentation, Delay, M67, NSN 1330-01-563-0592, and PN 13021985. The technical description of the M213 Fuze (with Confidence Clip) is identified as: FUZE, HAND GRENADE: M213, NSN 1330-01-591-8976 and PN 13026120. The technical description of the M213 Fuze (without Confidence Clip) is identified as: FUZE, HAND GRENADE: M213, NSN 1330-01-595-5043 and PN 13036773. The technical description of the M228 Fuze (with Confidence Clip) is identified as: FUZE, HAND GRENADE: PRACTICE, M228, NSN 1330-01-567-6575 and PN 13023630. The NAICS code is 332993 with a business size standard of 1,500 employees. Interested parties shall provide the Government the following information: a) business size based upon the above North American Industry Classification System (NAICS) code noted above; b) a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria). If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet this criteria; c) provide a brief explanation of how the components will be produced and the equipment that will be used. Identify potential manufacturers for each major component (i.e. fuze, body, LAP) and the country of origin; d) price and availability, i.e., estimated minimum and maximum monthly production quantities; the Minimum Procurement Quantity (MPQ) required for production; e) provide Rough Order Magnitude (ROM) pricing for each item based on the following estimated minimum and maximum production quantities: M67 Hand Grenades - 35,000 and 400,000; M213 fuzes (separately priced) - 10,000 and 100,000; M228 fuzes - 10,000 and 500,000; f) identify required lead time after date of award based on approximately 60K units per month; g) identify the resources (either internal or subcontracted) that could be used to support Product Improvement Programs (PIPs); h) identify company's technical and manufacturing capability and past performance in the explosives processing industry; i) submit organization name and point of contact information. Information shall be submitted within 45 calendar days from the date of this publication to: Army Contracting Command, Rock Island ATTN: CCRC-AR, Stephanie Migawa, 1 Rock Island Arsenal, Rock Island, Il 61299-8000. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status.
