DHS_Class_J&A_for_BOAs_with_COEs 1.0 BACKGROUND The Department of Homeland Security (DHS) FEMA Office of Counterterrorism & Security Preparedness supports the FEMA mission to support citizens and first responders to prepare for, protect against, respond to, recover from, and mitigate all hazards. The Department of Homeland Security (DHS) FEMA Center for Faith-based & Neighborhood Partnerships is one of the12 federal agency offices/centers under President Obama’s Faith-Based and Neighborhood Partnerships. The role of the DHS Center is to maximize the appropriate participation of faith-based and community organizations (FBCOs) in Departmental programs. The mission of the DHS FEMA Center is to build resilient communities among faith-based and community organizations. In collaboration with federal, state and local partners, the DHS FEMA Center supports the Department's strategy of sustainable risk management by building capacity and resiliency among faith-based and community organizations. One of the DHS FEMA Center's strategic activities is to co-sponsor joint training and technical assistance efforts with the Department and other local, state and federal government entities to build the capacity of faith-based and community organizations to engage in Department-related activities. 2.0 SCOPE In January 2013, as part of his “Now Is the Time” Initiative, President Obama released his 23-point Plan to Reduce Gun Violence. That plan includes direction to the Department of Homeland Security to develop a guide for high-quality emergency planning for houses of worship. The DHS/FEMA Office of Counterterrorism & Security Preparedness (FEMA OCSP) has been charged with providing technical assistance to houses of worship in the use of the guide. FEMA OCSP is seeking to develop a comprehensive understanding of emergency planning among houses of worship related to all-hazards response and recovery. Secondly, the task includes development of a technical assistance curriculum and/or related materials that will be used to support houses of worship as they seek to develop high-quality emergency plans. DHS Center for Faith-based & Neighborhood Partnerships and FEMA Individual & Community Preparedness Division will support FEMA OCSP in this effort. Staff from these three entities will serve as advisory committee for this project. 3.0 SPECIFIC TASKS The specific tasks are: a. Develop technical assistance curricula and/or collateral materials from the House of Worship Guide • Use the document “Developing High-Quality Emergency Plans for Houses of Worship” as the basis for developing a technical assistance curriculum, program and related collateral materials • In concert with the project advisory committee, garner feedback from key national faith leaders on proposed curricular content b. Coordinate a 5-7 City Engagement and Technical Assistance program, delivery methods and outcomes In partnership with the project advisory committee: • Use the guide and outreach materials to promote technical assistance sessions in the predetermined cities • Select 5-7 cities based on expressed interest in this topic from stakeholders (gleaned from participation in prior webinar and other sources) • Include staff from DHS, Department of Education and FBI to deliver technical assistance session comprised of 90 minutes or more presentation/question and answers on the guide; availability of 8 hours of 30 minute one-on-one sessions per city. • Provide opportunity for the public to participate in the overview session via webinar. c. Work with the project advisory committee to support the development of emergency management plans in up to 5 houses of worship • Use, and as appropriate revise, the curricular content by testing the content with up to five houses of worship across the predetermined cities (i.e.: how does the content actually work on the ground to engage and encourage faith communities to develop plans for times of disaster) Timeline and Budget a. Overall Award Period: Effort shall be completed within 12 months of award b. Kick-Off/ Project Implementation Plan Meeting: Within two weeks of award, the contractor shall meet with the internal advisory group for this project to finalize the project implementation plan, to include: a) role of US government partners in each city; b) co-selection of cities; c) technical assistance dates; d) format for delivery of materials beyond electronic, if any; e) plan for developing and delivering curricular content and related materials to stakeholders in cities; and f) plan for selecting house of worship in each city for emergency plan development. c. Materials to be provided to the contractor within two weeks of contract signing: i. House of Worship Emergency Planning Guide ii. Previously used power point presentations iii. List of cities where stakeholders have expressed interest in technical assistance iv. Suggestions for delivery of content to stakeholders in cities v. Suggestions for selection of house of worship for emergency plan development d. Specific Technical Assistance Dates: five to seven technical assistance dates shall be completed within the 12-month award period, to be determined during Kick-Off meeting e. Final report submission dates: final report of performance due 60 days after contract end date.
