Description
This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) in October. The RFP and future amendments will be available, without charge, through www.FBO.gov by entering the solicitation number P13PS02172 in the quick search block. A) OFFERORS: This acquisition will be set-aside for businesses certified by the Small Business Administration (SBA) as a HUBZone business. In accordance with the requirements of the Historically Underutilized Business Zone (HUBZone) Act of 1997 the National Park Service shall only accept proposals from HUBZone businesses and only HUBZone businesses will be considered for contract award. The North American Industrial Classification System (NAICS) code for this acquisition is 238990 and the associated small business size standard is $14,000,000. B) BRIEF PROJECT DESCRIPTION: The contractor shall construct elk exclosure metal fencing. The project site is located on the east side of Rocky Mountain National Park, approximately 10 miles from downtown Estes Park, Colorado. The fence shall be 60 wide tensile woven wire mounted on metal posts. Bekaert (www.bekaertfence.com) Solidlock 15/61/6 or equal with a galvanized finish. C) ESTIMATED PRICE RANGE: Between $25,000 and $100,000 D) SCHEDULE: All dates are tentative and may change. Issue Request for Proposals.... October 2013; Proposals due.... November 2013; Award contract.... December 2013; Issue Notice to Proceed..... December / January 2014; Substantial Completion..... March 2014. E) PLANS AND SPECIFICATIONS: Construction documents will be issued in conjunction with the solicitation. F) SITE VISIT: The National Park Service anticipates conducting a formal pre-proposal site visit in October; however, the specific date has not yet been determined. Additional information regarding the site visit including a specific date will be noted in the solicitation G) PROPOSED CONTRACT TYPE: Firm fixed price contract with lump-sum pricing. H) PROPOSAL EVALUATION CRITERIA / FACTORS: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors.
