Description
The U.S. Army Corps of Engineers will be issuing an Invitation for Bids for Repairs to the Point Judith East Jetty. The NAICS code for this procurement is 237990. The estimated construction cost is between $1,000,000.00 - $5,000,000.00. The project is planned to be issued on or about October 8, 2013. The work of this project consists of repairing the East Jetty at the Point Judith Harbor of Refuge, Narragansett, Rhode Island. Repairs involve mobilization and demobilization, and the furnishing, delivery, and placement of new stone to replace stones displaced during Hurricane Sandy in October 2012, and to fill in existing gaps and low points along the jetty. The repairs shall be performed to restore the southerly portion of the East Jetty to the original profiles and cross-sections. Repairs will require substantial moving and manipulation of existing stones to obtain the required interlocking placement. Mobilization of equipment and rehabilitation of the jetty may require a combination of land and marine construction methods and resources. When work is to be performed using marine construction methods, the Contractor shall do so by using its marine plant and barges only on the channel side of the jetty. Optional bid work consists of providing a new concrete foundation for the US Coast Guard's navigation tower. The installation of the new concrete foundation will require removing, moving and manipulating existing stones to obtain the required depth for the placement of the new concrete foundation. Resetting of stones around the concrete structure shall be such that stones maintain a minimum interlocking with at least three edge surfaces having a friction contact with at least three different adjacent stones. Also optional work consists of removing the existing navigational aid structure from its base (a large stone), and setting it aside for pick up by the USCG. All existing bolts that remain in the base stone shall be cut and filed flush with the stone surface. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about October 8, 2013. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Kimberly.B.Pumyea@usace.army.mil
