Description
This Order supports the continued integration of more than 35 offices and divisions to collect data, such as Interface Control Documents (ICD), business processes, relevant architecture artifacts, financial information, and hardware/software, on a portfolio of systems worth more than $2.4 Billion. Data on more than 400,000 relationships, 2,000 nodes, and 3,000 interfaces have been collected and populated into the SEMOSS system to date. Using this information, at the request of the PDASD(HA) and Director of the Office of Transition Management, the incumbent contractor, Deloitte (Deloitte) will continue to provide recommendations regarding the MHS' centrally managed systems transition categories (i.e., migration, upgrade, consolidation / retirement, re-evaluation) with respect to the future-state iEHR. This effort requires the continued development of the task to achieve a completed enterprise wide architecture/portfolio management tool (SEMOSS) as an open standards based tool that provides an analytic environment allowing linkages between disparate data islands for an enterprise view, and provides the capability to overlay information to identify commonality, redundancy, and duplication. The SEMOSS effort has been in development by Deloitte as part of a SPAWAR Task Order for 2 years with the government investing $2M to date. The requirement for this task has not been completed, but based on the work of the incumbent, the requirement is expected to be completed within the period of performance of this contract award. Also, the timely completion of this capability and the immediate integration of the tool that the incumbent, Deloitte, has developed, will affectively manage the transition to a new electronic health record with integrated supporting systems. Due to the time constraints imposed by brought on by the Acquisition Decision Memorandum, signed by AT&L - Mr. Kendall which defined the DOD Helath Management System Modernization Fielding to implement the future electronic health record, it is impracticle to award this task to any contractor other than Deloitte. It is also impracticle to restrict this award to a one-year period of performance, requiring a follow-on sole source contract award within a year to complete the Deloitte developed concept; but rather, a contract with a base of one year with an option for the second year and then solicit proposals on a full and open basis.. This effort has a period of perforance of 2 years. This 2 year period is based upon the the continued Deloitte effort required to complete this effort which includes the evaluation of approximately 250 systems per military service, total of 750 systems, as compared to the 54 centrally managed systems evaluated to date. After completion of this 2 year period of performance, sustainment will be proposed for award as full and open based upon the previous Deloitte agreement to provide the SEMOSS tool at time of completion as non-proprietary.
