Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. BBG is not at this time seeking proposals and will not accept unsolicited proposals. All who respond to this RFI are advised that the U.S. government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the Interested Party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is released. The Broadcasting Board of Governors (BBG) is seeking information regarding Industry's capability to provide it with space segment (non-pre-emptible, 33 MHz of power equivalent bandwidth) on the Eutelsat Hot Bird 13B, Transponder 76 (downlink frequency of 12.226 GHz), Satellite. Interested Parties are encouraged to provide information on how they would provide BBG with the above satellite service. PROGRAM BACKGROUND: Currently, BBG has a firm fixed-price (FFP) contract that provides it with space segment on the Eutelsat Hot Bird 13B, Transponder 76, Satellite, which will expire in its entirely on December 31, 2012. The Hot Bird satellite is considered a Direct-to-Home (DTH) satellite. BBG's present frequency of transmission is in the 17 GHz band, which is outside of the typical 14.0 to 14.5 GHz Transmit Ku-Band Spectrum, with a downlink frequency of 12.226 GHz REQUESTED INFORMATION: Interested Parties are requested to respond to this RFI with a comprehensive written "Capabilities Statement," consisting of an original and two (2) copies, describing their approach to this Notice. The "Capabilities Statement" must include, at a minimum, the following: 1. BUSINESS NAME: business size (i.e., small, large, etc.) and ownership; 2. EXAMPLES OF CAPABILITIES: evidence of specific examples of the Interested Party's successful past performance, with a desired minimum of three (3) years of experience in providing the above satellite service; 3. TECHNICAL PERFORMANCE: clearly describe your ability to provide the above service, including, but not limited to the approximate size of its staff, location of its offices around the world, the procedures that it employs to ensure that the required satellite service is properly received, as well as in the event of an interruption to the satellite service and the ability to provide redundant service to prevent outages; 4. REFERENCES: provide three current or former clients, including the names and title, current address, city, state, country, email and telephone number of the customer point-of-contact; 5. RESPONSE: describe your capability to deliver space segment on the Eutelsat Hot Bird 13B, Transponder 76, Satellite on a 24 hour per day, seven day per week basis; 6. BUDGET: provide an approximate budget for the above satellite service. All written or courier delivered responses, consisting of original and two (2) copies to this RFI notice, must be received by 2:00 p.m., Eastern Day light Savings Time DST, on October 8, 2013 at the Broadcasting Board of Governors, Attention: Myria Carpenter, Office of Contracts (CON), Mary E. Switzer Building, 330 "C" St., SW., Room 4007, Washington, DC 20237. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the BBG, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. NO telephone or oral responses will be accepted. Those who respond to this Notice will be notified whether their written "Capabilities Statement," as verified by BBG, is responsive to this Notice. If it is determined to be in the best interest of the Government, interested and qualified sources responding to this Notice may be requested to provide follow-up information. Based on the response to this RFI a determination to compete, or not to compete, in a future procurement, is solely within the discretion of the Government. In the event a Solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor the FedBizOpps website for additional information pertaining to this RFI. This Notice is not a RFP, IFB, or RFQ.
