Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure on a sole source basis with Thermo Fisher (Asheville) LLC, 28 Schenck Parkway, Ashville, NC 28803 for Sorvall LYNX 6000 Microprocessor-controlled, Superspeed Refrigerated Centrifuge, 200-240 V, 50/60 Hz, 30 A, Single Phase (with Polyphase compatibility). NIDDK operates two Q-Exactive mass spectrometers these instruments complement one another for most types of experiments with AMSCF working early discovery experiments and the Clinical Core involved with targeted follow up applications. These instruments are very complex and contain a large number of moving parts, must be kept at extreme high vacuum at all times (they are "always on") and otherwise are operated intensively. The service contract protects the NIDDK from serious expenditures to return this instrument to operation after catastrophic damage and the lack of instrument resource that it would represent. The instruments are heavily utilized and depend on the availability of special parts, expertise, and other technical capacity available from the vendor that has provided this support for many years for this family of instruments. Servicing and repairing of many of the instruments major and minor subsystems competently requires specialized training and access to field engineer internal reports and communications amassing service experience of hundreds of instruments available only to the manufacturer's engineers. The current vendor uses a set of engineers who are familiar with the details of each particular unit supported by this contract including on-going problems and particular issues which can affect availability of the instruments. Change of vendors would risk increased instrument down time. Instrument problems lead to significant delay in experiments for NIDDK PI's. Trouble shooting most such problems occurs remotely with the staff consulting the Thermo engineer who AGGRESSIVELY drop ships multiple solutions to the problem at hand. Third party "insurance-like" vendors would be unable to support such a kind of support and even if it could there would be created a serious conflict of interest between this 3rd party vendor with the instrument manufacturer engineers (who it would employ) which would further require supervision of the 3rd party vendor which implies even greater delay. Services to be performed: Single annual PM as well as unlimited service calls associated with technical failure of the instrument at no additional cost to the government. Location where services will be preformed: Two instruments, one (sn SN01447L) located in Building 8, Room B2A25 the other located in Building 10, Room :XXXXX. When the work will be performed: Work will be performed at the request of the staff to address technical problems of the instrument and also will include a single PM visit made at the convenience of Thermo with the coordination of the staff. How the service will be performed: Thermo engineers will visit the facility with spare parts and expertise and will conduct repairs and preventive maintenance in the presence of staff. Expected deliverables: Functional machine operating at specs as described by company documents. This is not a solicitation for competitive quotations. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein.
