- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a contract on a noncompetitive basis to the University of Maryland, 3112 Lee Building MD-005, College Park, MD, 20742-0001, for the longitudinal assessment in children at risk for anxiety for the NIMH Intramural Research Program (IRP) Section on Development and Affective Neuroscience (SDAN). The period of performance is 12 months. The National Institute of Mental Health (NIMH) has a requirement for the longitudinal assessment in children at risk for anxiety for the NIMH Intramural Research Program (IRP) Section on Development and Affective Neuroscience (SDAN) in Bethesda, Maryland. The purpose of this contract is to delineate aspects of brain structure and function that relate to both normal and pathological processing of emotionally salient stimuli and to subjects current social relationships and personality. The University of Maryland Child Development Laboratory (CDL), under the direction of Dr. Nathan Fox, and the NIMH SDAN have collaborated for several years on studies of functional magnetic resonance imaging (fMRI) and event-related potentials (ERPs). During this time, an initial set of behavioral, ERP, and MRI data has been collected from an existing group of 187 subjects by NIMH SDAN and the University of Maryland CDL. The existing group of 187 subjects must be re-evaluated by the NIMH SDAN and the University of Maryland to complete the longitudinal assessment. Due to the unique methodologies and techniques developed by the CDL in collaboration with the NIMH and the rapport with the existing group of subjects and their families, there are no other contractors capable of performing these services other than Dr. Nathan Fox and the University of Maryland CDL. The techniques used for the re-evaluation of these subjects must be consistent with the techniques used on the same subjects recruited several years ago. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
