- Attached is a document detailing FRCE's base access and work restrictions, plus their environmental guidance document. These documents will be included in any resulting contract and vendors will be required to abide by the guidance at all times while on base. This is a pre-solicitation notice only. The solicitation details (including the technical requirements) will NOT be available until the official solicitation is posted on DIBBS. DLA Aviation Richmond intends to issue a solicitation to procure the following supplies and services: QTY of one (1) Vertical Grinding Machine (including pallet system & tooling). The vendor will be responsible for complete project design, fabrication, a new foundation and installation. Performance will be at the Marine Corps Air Station in Cherry Point, NC. The solicitation will be unrestricted, with full and open competition. A complete technical data package will be available when the solicitation opens. The estimated release date for the solicitation is on or about 10/8/13. The anticipated closing date is 11/26/13. A site visit is tentatively scheduled for 10/23/13; the date will be confirmed when the solicitation opens. The anticipated performance period is 320 days ARO. A specialized Quality Assurance Provision will be included. Offers will be evaluated based on a combination of technical compliance, price and past performance. The solicitation will include provision 52.215-9023, Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the Procurex system and review the Reverse Auction help tutorials at: https://dla.ProcureXinc.com (link is case sensitive) to learn more about how to participate in an auction. The award will be made as a firm, fixed-price contract. FOB at Destination. Preliminary Inspection of the machine shall be at ORIGIN with Final Inspection and Acceptance at DESTINATION (after completion of installation, training and all other contract requirements). A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP.
