RFI Guidelines: Please note that this is for INFORMATIONAL and PLANNING purposes only and does not constitute a Request for Proposal (RFP). Responses to this RFI will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of the RFI. The purpose of this RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. Place of Performance: 100 F St., NW, Washington, DC. Introduction and Purpose of the RFI This request for information (RFI) is being issued to survey support in making functional and business decisions that will affect the modernization of functionality for EDGAR System related functions. EDGAR is a system developed to automate the filing, processing and dissemination of some 125 million pages of registration statements, reports, and other filings received by the SEC each year. These submissions currently are received from over 28,000 registered entities and hundreds of thousands of individual filers. EDGAR was designed as a stand-alone system to include all hardware, applications, and systems software. This activity is to provide the groundwork for SEC decision-making to shape the modernization effort, therefore, the follow-on activity is to assist the SEC in socializing the ideas in order to make decisions on recommendations. It is important to frame the recommendations and other documents so that they are usable by the SEC for socialization and decision-making. The Contractor will be responsible for four major tasks in the contract: • Program Management; • Business Process Re-Engineering; • Legal Review; and • Technical Review.
