- PowerLab 26T Data Acquisition Systems Solicitation No.: HT940413Q0383 Procurement Type: Pre-Solicitation Notice Classification Code: 66 - Instruments and Laboratory Equip NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing Description: The Uniformed Services University of the Health Sciences (USUHS) located on the Walter Reed National Military Medical Center in Bethesda, MD intends to negotiate on a sole source basis with ADInstruments, Inc. in Colorado Springs, Colorado for the PowerLab 26T Data Acquisition System. The PowerLab System is currently in use at USUHS for teaching various medical courses for the University's medical students and has been in use at the University for the past thirteen (13) years. This supply requirement will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ADInstruments, Inc. is the sole provider of the PowerLab 26T, which is a smart peripheral device designed to perform the various functions needed for data acquisition, signal conditioning, and pre-processing. The purchase of this system for use in the Blood Pressure Cardiac Laboratory for the first year medical students will maintain standardization of student equipment in the teaching laboratories and will work with the accessories already in place in these laboratories. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete this proposed action based upon responses received is solely within the discretion of the Government. Responses must be received via email at pierre.smith@usuhs.edu by no later than 12:00pm (noon) EST on 27 September 2013.
