Description
The United States Army, Theater Contracting Center - IT Division, Kaiserslautern, Germany intends to solicit a Firm-Fixed-Price (FFP) contract with a total estimated value of $66,000.00. This action is intended as a sole source award directed to OPNET Technologies Inc. of 7255 Woodmont Ave, Bethesda, MD 20814, in accordance with FAR 13.1. Only one responsible source and no other supplies or services will satisfy agency requirements for licensing and support in support of USAREUR networks. This requirement is for the renewal of the OPNetVirtual Network Environment (VNE) software license. VNE software provides the ability to model networks for troubleshooting and to conduct predictive analysis, without the need of touching the live network environment. This software is used to assist USAREUR G6 in predicting bandwidth changes as the result of garrison closures and help with tasks related to the implementation of the Joint Infrastructure Environment (JIE) framework. In addition, it supports the Enterprise Content Management and Collaboration (ECMC), and the Army Data Center Consolidation Plan (ADCCP). Using VNE, technicians, developers, and planners can accurately predict the behavior of the production environment, safely introducing changes to the network infrastructure. The current model simulates the European Non-secure Internet Protocol Routing (NIPR) environment and has been used to predict bandwidth changes as the result of garrison closures. This Notice of Intent is not a request for proposal or quotation. No contract award will be made on the basis of any Expressions of Interest (EOIs), proposal or quotation received in response to this notice.
