- The National Institutes of Health (NIH), through the National Institute on Drug Abuse (NIDA), is seeking capability statements from qualified Small Business organizations (NAICS code 541712, small business size standard is 500 employees. For details of Small Business Size Standards see http://www.SBA.gov). This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of ALL small businesses (e.g., 8(a), Veteran-owned small businesses, service-disabled Veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, women-owned small businesses, and other small businesses) to fulfill the needs of NIH and NIDA for this future requirement. Health care clinicians are in a unique position to identify substance use disorders in their patients and refer them to treatment, yet they receive little training on drug abuse prevention, early intervention, and treatment options. NIDA seeks to address this gap in knowledge and the resulting lack of intervention taking place in medical practices through the establishment of a coalition of professional medical organizations and associations to: 1. Advise NIDA on the educational preferences and needs of health care providers, including primary care and specialist physicians, pediatricians, psychiatrists, dentists, pharmacists, physician assistants, nurses, nurse practitioners, and others; 2. Serve as content experts in developing new materials, including a Continuing Medical Education/Continuing Education (CME/CE) designed specifically for clinicians who treat America's 24 million adolescents; and 3. Function as the dissemination infrastructure for current and new NIDAMED materials. Together these activities build on the success of the NIDAMED initiative and broaden it to more fully include the diverse population of health care providers and the at-risk patients they treat. Offerors must complete the following four tasks: Task 1: Establish a Coalition of Professional Health Care Organizations and Associations. The Contractor must establish a Coalition of Professional Health Care Organizations and Associations (Coalition) that have large, national reach and highly respected reputations to serve as the infrastructure for NIDAMED dissemination and as the content experts for newly developed materials. The Coalition must be comprised of/represent clinicians, such as primary care and specialist physicians, pediatricians, psychiatrists, dentists, pharmacists, physician assistants, nurses, and nurse practitioners. The Coalition also must include the participation of experts on adolescent drug use screening, brief intervention, and referral to treatment (SBIRT) to advise the Coalition. Task 2: Conduct Formative Research, Develop, and Obtain Accreditation for an Adolescent Drug Use Prevention/Early Intervention Continuing Medical Education/Continuing Education (CME/CE). Task 3: Market and Disseminate all NIDAMED Products (current and the newly-developed Adolescent Drug Use Prevention/Early Intervention CME/CE (Task 2). Task 4: Measure Outreach Methods and NIDAMED Materials/Tools Usage. NIDA has set the goal for the CME/CE created in Task 2 for a minimum of 28,000 health care clinicians to complete the CME/CE course (Task 2) over 5 years. If you are interested in responding to this notice, you must demonstrate and document in any capability statement you submit extensive experience with and the ability to perform the above four tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but is not limited to, current or past contracts with the Government and/or commercial organizations, references, i.e., names, titles, telephone numbers, and any other information serving to document the organizations capability, e.g. awards, commendations, etc. The information you send should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects; (2) Personnel: Name, professional qualifications and specific experience of scientists and technical personnel who may be assigned as principal investigator and/or project director; (3) Facilities: Availability and description of facilities to perform the four tasks mentioned above. (4) Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. THIS IS NOT A REQUEST FOR PROPOSALS: This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for the preparation of any information sent for the Government's use. Any proprietary information should be so marked.
