Description

Combined Synopsis/Solicitation For Austin Technology Information Center (AITC) Local Telephone and Data Services 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation (VA118A-13-Q-0415) is being issued as a Request for Quote. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. 2. The North American Industry Classification System (NAICS) code is 517110 - Wired Telecommunications Carriers. Offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, in order to be considered for award. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates an award of a Firm Fixed Priced contract resulting from this solicitation. 4. Description of services: AITC requires local telephone and data circuits from the local exchange carrier (LEC) to provide voice and data services to building tenants. Services include but are not limited to Integrated Services Digital Network (ISDN), Primary Rate Interfaces (PRIs) and Basic Rate Interface (BRI), Direct Inward Dialing (DID) two way, combination, inbound/outbound, and both-way, Centrex service, Plain Old Telephone Service (POTS) lines, and Data transport circuits (Digital Signal [DS] 0, DS1, DS3). The period of performance October 1, 2013 to September 30, 2014. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered by the Veterans Affairs. 5. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the terms and conditions of the solicitation and to requirements as detailed in the performance work statement. The lowest price will be determined by calculating the sum total of the amounts for each item identified in the Schedule of Supplies/Service. 6. Additional terms and conditions for this solicitation are identified in sections B to E. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site, http://farsite.hill.af.mil). 7. Submit the following documents in response to this RFQ: "The quote shall include the complete point of contact information for the authorized official of the firm and acknowledgement of solicitation amendments, if any. The point of contact information shall include: company name, company address, name, position title, telephone number, and email "Documentation that demonstrates the proposed quote meet all of the requirements for the Performance Work Statement in Section D "Any proposed exceptions to the solicitation terms and conditions. 8.Offers are due on September 27, 2013 4:30 PM EST. All questions/inquiries must be submitted to the contract specialist via electronic mail (e-mail) not later than 3:00 PM EST on September 27, 2013. Inquiries submitted via telephone calls will be re-directed to an e-mail submission. Submit offers or any questions to the attention of Reese Killpack via email to: reese.killpack@va.gov. Offerors who fail to complete and submit the requirements above may be considered non-responsive. NOTE: Both the Technical Quote (5 page maximum) and Pricing Quote should be submitted as separate documents.
