- THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION TO BID NOTICE AND DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Government is currently conducting market research in accordance with Federal Acquisitions Regulation, Part 10 to identify potential sources to provide for the requirement and gather information on current capabilities within the market. All information submitted in response to this SSN is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately and will be controlled and secured. All submitted information shall remain with the U.S. Government and will not be returned. The National Institutes of Health, (NIH), Office of Research Information Systems (ORIS), Research, Condition, and Disease Categorization (RCDC) program is conducting this market survey to determine the availability and technical capability of qualified businesses, including small businesses, 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of providing professional, technical and administrative support. This SSN will determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. All responding firms are requested to identify their firm's size and type of business. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541712, and the Small Business Standard is $7 million. Teaming arrangements and joint ventures may be considered for any subsequent procurement based on the Government's market research. The NIH, ORIS is conducting market research to identify sources that have the combination of experience in: • Develop, analyze, and present new biomedical categories to IC experts. Refine and finalize categories based on IC expert feedback. • Maintain existing RCDC categories for scientific content and accuracy according to IC expert feedback. • Analyze technical, scientific, and health-related information using NIH text mining, indexing, visualization, machine learning, and thesaurus editing tools to develop research category definitions. • Develop and maintain required documentation for each category in the RCDC SharePoint wiki pages, RCDC Dashboard, a category refinement matrix and shared folders. • Facilitate research category sessions with NIH IC biomedical category experts. • Perform annual review and identify unambiguous errors (UE). • Conduct annual analysis of category funding. • As required, conduct training sessions on text mining and reporting systems, RCDC policies, processes and tools for the NIH community. • Analyze and report system deficiencies and defects. • Make suggestions to improve text mining performance and processes using critical thinking and evidence-based research. Examples include suggestions for improvements to the thesaurus, concept normalization or natural language processing. • As needed to complete a task, manually extract or correct text from grant or other project applications into the IMPACII database. • Provide monthly status updates and as needed communicate issues to the Director, OSCA. • Work with NIH data to understand RCDC categorization needs using natural language processing (NLP) tools, medical thesauri/terminologies, clustering or statistical machine learning tools. Apply computational linguistics approach and algorithms to solve complex client problems. • Research, analyze and support NLP text mining software or algorithms with NIH, other Operational Divisions (OpDivs), and Agency data. • Provide technical presentations and demonstrations of data analyses and conclusions. The current contract can support up to 6 FTEs, with the option to add 4 additional FTEs if additional resources are needed. Each year NIH reports how much it spends on various diseases, conditions, and other research areas. This information is presented in various budget documents, as well as on the NIH web site and in response to ad hoc requests from within the Executive Branch, Congress, constituent groups, and others. Within the NIH Institutes/Centers (ICs), research spending on individual projects is analyzed by experts to categorize them, and the total dollar amounts are compiled by category within each IC and across all ICs. The coding of research activity is not only a very labor-intensive process but the results, which are based on subjective analyses by many individuals, do not have the desired degree of robustness, consistency, transparency, and cannot be quickly replicated as expected by Executive Branch officials, Congress, the press, and constituency groups. The RCDC system will semi-automate the process of categorization and provide greater consistency, robustness, and transparency of NIH's RCDC Reporting. Below are the characteristics of the ORIS Scientific Information Analyst and Scientific Text Analyst requirements: • Minimum of Bachelor's degree in diverse areas of biological, molecular, psychological, biomedical, biochemical, or allied health sciences are required. • Experience in facilitation of scientific meetings in a "lead" capacity for groups of various sizes and scientific expertise. • Working knowledge of scientific thesaurus or other structured vocabularies and text mining tools and software. **NOTE: This experience does need to be in a combination of one of these biomedical thesauri and some thesaurus based text mining tool (it is the combination that is preferred). • Demonstrated experience in oral and written communication. • Excellent customer service and ability work in a collaborative environment. • Organized and deadline driven. • Demonstrated experience in researching NLP technologies or tools for categorizing biomedical information including machine learning statistical or thesaurus based software and data visualization. • Experience using high-level programming languages. The RCDC expects to conduct this acquisition competitively and award a contract no later than December 31, 2013. The contract type will be Labor Hour tasks. Page limit - five (5) 8 ½ x 11 pages 2. 1 inch margins (top, bottom and sides) 3. Times New Roman font - 12 point 4. Page limitation does not include (1 cover page, or 1 letter of introduction page) 5. Do not include promotional materials Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). The capability statement shall be in sufficient enough detail, but not exceed 5 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses. Your capability statement should include a list of up to three customers (Government/non-Government) within the past 5-year highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Only electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
