- Section C - Descriptions/Specifications/Statement of Work C.1 Background Rural Development is an agency within the United States Department of Agriculture (USDA) (also referred to herein as the Government). USDA, Rural Development, is required by Congress to maintain loan origination/loan servicing systems for various programs, which include single family housing (direct and guaranteed), commercial, and multiple family housing. The Government must be able to print, fold, insert, and prepare for mailing items, such as monthly billing statements, servicing letters, and other customer notification correspondence in a timely manner. In order to meet the above requirements, Rural Development requires software that is compatible with our current Automated Mail Processing System. C.2 Scope of Work Rural Development requires Pitney Bowes technical support for implementation of commercial-off-the-shelf (COTS) software that supports the Pitney Bowes Flowmaster mailing equipment. The solution must be able to adhere to the following requirements in order to meet the needs of the USDA to quickly and seamlessly integrate the new capabilities into the USDA Rural Development/Farm Service Agency environment. Those requirements are: • The solution must be able to run all components of the production environment in a mainframe environment. • The solution must be able to create the appropriate Intelligent Mail barcode that adheres to the United States Postal Service (USPS) Full Service IMb regulations. • The solution must provide an out-of-the-box user interface for ease and quickness of integration. • The solution must provide appropriate integration points with USDA's current production StreamWeaver. • The solution must be able to handle USDA's batch correspondence needs and be flexible enough to enable the USDA to integrate future ad-hoc document needs within a single system. • The solution must be able to allow the import of documents into the product for template design purposes. • The solution must be able to minimize the number of steps required for the creation of new correspondence. • The solution must be able to significantly reduce the amount of time required to maintain the current documents. Product needs to have the following capabilities:   o The ability to design and manage content that is reusable within the correspondence system. o The ability to provide consistent branding where style is enforced. o The ability for reusable templates and ‘Active Content' (shared content components) that is stored in a shared repository. o The ability to easily view an impact analysis of global changes on ‘Active Content'. o The ability to preview and test document interactivity on the canvas. • The solution must be able to provide a robust content management capability to store and retrieve multiple versions of a document. • The solution must be able to provide a role-based solution with the ability to break up tasks into distinct user groups: Design, Administration, and End-User. • The solution must be able to work in conjunction with Endeavor to assure that proper change management processes within the USDA are adhered to. • The solution must be able to produce documents that are identical to the current notices that the USDA generates and prints on their Xerox printers. • The solution must be able to create metadata files in a flat for XML format that integrate with USDA's requirements for a archiving of batch statements and letters. • The solution must be from the same vendor in order to maximize current processes, maintenance contracts, and facilitation with NITC. • The solution must be able to integrate and provide the future capability of seamlessly storing and retrieving documents created by the USDA's correspondence system.
