Description

Synopsis: ACS Remote Switching Unit [RSU] Communication Center and Faith Ave Improvements PN 76768 It has been determined that competition will be limited to SDVOSB firms and the assigned NAICS code. The Seattle District Corps of Engineers has a requirement for the construction of a new PN76768 ACS Remote Switching Unit [Communications Center] and Faith Avenue improvements. This project will prioritize the construction of a one story, 3,000 SF RSU building to accommodate JBLM telecommunications lines from center of base to all of the tenants along the East Division Drive area. The building is a slab-on-grade, concrete block bearing wall with a partial height brick masonry veneer and insulated metal panels, metal roof trusses with metal standing seam roofing. The interior consists of open space to house telecommunications equipment, an enclosed battery room, and an enclosed secure equipment room. Adjacent to the building is a walled-in exterior yard with generator and mechanical equipment. The project will also remove and replace/realign the existing asphalt road from 2nd Division Drive towards Gray Army Airfield, remove asphalt pipe utilities, reroute storm water lines, reroute underground power from 3rd Division Drive along Faith up towards Gray Army Airfield for use with future projects. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $5,000,000 and $10,000,000. The completion period is not to exceed 365 calendar days after NTP. The NAICS code for this project is 237310 with a small business size standard of $33.5M. The solicitation will be a Design-Bid-Build competitive RFP in accordance with procedures outlined Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. This Design-Bid-Build RFP project is set-aside for competitive SDVOSB businesses.
