Description
The Enterprise Sourcing Group (ESG)/Air Force Installation Contracting Agency (AFICA) at Wright Patterson AFB, Ohio is announcing its intent to solicit proposals under Request for Proposal (RFP) FA8056-14-R-0002. This solicitation will serve to acquire Heating, Ventilation and Air-Conditioning (HVAC) Retro-Commissioning for all Active Duty United States Air Force Installations within the Contiguous United States (CONUS) and also Alaska (AK) and Hawaii (HI). Anticipate release of Final Request for Proposal (RFP) in October 2013 with a closing date in November 2013. The North American Industry Classification System Code (NAICS) for this solicitation is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The business size standard in dollars is $14M. The majority of the buildings will be in the range of 0-120,000 square feet and while we are unable to guarantee anything above the minimum contract order, we anticipate that in FY14 & FY15 somewhere between 10 to 30 TO's could be issued. In FY16, FY17 & FY 18 we anticipate that 5-15 TO's could be issued annually As discussed in the Draft RFP (FA8056-13-R-0003), this acquisition is a total small business set-aside. The Government anticipates awarding Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The contract award will be for one (1) base year and four (4) option years with an expected value over 5 years of $28M and a ceiling of $40M. On/Off ramps will be used to manage the size and quality of the contract awardees. When the Final RFP is released, all potential offerors should carefully review the instructions in Section L of the Solicitation as well as the evaluation criteria described in Section M of the Solicitation.
