- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code is 325180 (size standard 1,000 employees). The following action is to be competed to fulfill the need of the U.S. Army Research Institute of Environment Medicine (USARIEM), Natick, MA for Deuterium Oxide and Water-18O Isotopes for Military Nutrition Division Studies. See below for more details. This announcement constitutes the solicitation by USAMRAA, Ft Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). DESCRIPTION: A quantity of 8 and 10 each of Deuterium Oxide and Water-18O Isotopes, respectively, that meet the minimum essential characteristics. Below is the anticipated CLIN structure for this order: CLIN #/ Description/ Qty/Unit of Issue 0001/Deuterium Oxide isotopes/ 8/Each 0002/Water-18O isotopes/ 10/Each Delivery is FOB Destination. Delivery will be made to Natick, MA, 1760-5007. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. MINIMUM ESSENTIAL CHARACTERISTICS: Deuterium Oxide (1)Molecular Weight - 20.02 by atom % calculation (2)Isotopic Purity - 99.8 atom % D (3)Boiling Point - 101.4 C (lit.) (4)Melting Point - 3.8 C (lit.) (5)Density 1.107g/ml at 25 C (lit.) Water-18O (1)Molecular Weight - 18.70 by atom % calculation (2)Isotopic Purity - 10 atom % 18O (3)Boiling Point - 100 C (lit.) (4)Melting Point - 0 C (lit.) (5)Density 1.11g/ml at 20 C (lit.) EVALUATION CRITERIA: Basis for award will be lowest price technically acceptable. Therefore, the two evaluation factors applicable to this requirement are (1) technical capability of the item offered to meet the Government requirement and (2) price. The government reserves the right to make award on the initial offers received without discussions.
