Description

The Department of Veterans Affairs, (VA) Program Contract Activity-Central, intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2); Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with: Milner-Fenwick Inc., 119 Lake Front Drive Hunt Valley, MD 21030. For this acquisition the VA requires renewal of the Milner- Fenwick licensing agreement to continue utilizing the patient education material in streaming video format for viewing at the bedside; in public areas; such as waiting rooms over closed circuit TV (CCTV); or in viewable format for loading onto stationary workstations. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before October 15, 2013, 10:00 a.m. ET by email to merrie.frost@va.gov.
