Description
The Department of State (DOS), Bureau of Diplomatic Security (DS) has a requirement for vehicles, instructors, and facilities to support DS driver training to a wide audience. Additionally DS requires hard skill training facilities co-located with the driver training to support training to Diplomatic Security Agents, other DOS or U.S. Government personnel, and foreign government personnel with the objective of enhancing the students overall ability to recognize and react to emergency and life threatening situations as well as prevent, respond to, and deter terrorism and criminal activity. The facility shall support high threat operations training, dignitary protection training, and other security / law enforcement-related training. The facility shall provide office space for DS administrative staff, classrooms and infrastructure for the DS exclusive usage. All administrative and classroom areas shall be dedicated to process unclassified work. The Contractor shall be responsible for all routine housekeeping and janitorial services. The contiguous training facility must be located within an 80statute mile radius of the US Capitol building. The Contractor's site must be able to accommodate three separate high speed driving courses and two off-road / unimproved driving courses. The training facility shall provide (1) Qualified driving instructors (2)Vehicles and a vehicle maintenance facility (3) High-speed, unimproved, and off road driving tracks (4) Dedicated secure storage for DS provided vehicle (5) Firearm and explosive demolition ranges, and (6) Administrative and Training Facilities. The contract includes a base year and four one-year option periods for a total of 60 months if all option years are exercised. The solicitation will be available on or about October 21, 2013. All announcements and amendments made to the solicitation will be posted at www.fedbizopps.gov. To receive updates, click on "Register to Receive Notification". Offerors are not requested to provide notice of their interest in the solicitation. No paper copies of the solicitation will be mailed. The approximate acquisition schedule is as follows: the synopsis will be posted for approximately fifteen (15) days. Once the solicitation is posted on FedBizOpps, the Offerors will have approximately thirty (30) days to submit proposals. The Question and Answer (Q&A) period shall be in accordance with the instructions contained in Section L. The contract is anticipated to be awarded within approximately forty-five (45) days after proposal submission. All dates are subject to change and Offerors will be notified of any changes.
