- Pre-Solicitation/Synopsis All questions regarding this notice are to be submitted in writing via e-mail. All questions submitted to this office are subject to be posted in this notice along with the appropriate response(s). Vendor identities will not be disclosed. The government intends to issue a solicitation on or after 31 October 2013 for the purchase of a modified B-Series Aircraft Maintenance Stand. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. Description: This acquisition is for the procurement of one (1) modified "B-Series" aircraft maintenance stand. 1. Basic stand must be of the B-1 Series type with a 4' X 4' custom platform incorporating three 8" high risers X 4' wide steps ascending 24" forward away from platform entry. 2. Platform must have bumper pads installed at forward top and bottom corners of platform. 3. Stand must be of all-steel welded construction. 4. Stand must have a minimum of 500 lb. load capacity. 5. Stand must have a steel permanently attached platform attached that is OSHA and Air Force approved as a stepping platform. 6. Stand must allow an approved method to enter access doors on the lower side of aircraft. 7. Platform requires 2 side and 1 front 42" high removable rails with 21" high mid rail that can be stored on stand base. 8. Platform must have 42 "high 4' wide with 21" high mid rail self-closing entry gate. 9. Requires a 12" X 12" copper static electricity discharge plate mounted to stand. 10. Stand must remain parallel throughout range of lateral movement. 11. Requires an attached static discharge reel with 50 ft. static grounding cable with copper alligator clamp. 12. Stand base platform must be hydraulically hand pump operated to reach heights between 3 and 12 feet with lifting piston that has integrated cam lock. 13. Requires 16" pneumatic tires on the platform end and heavy duty industrial castors on the towing end. 14. Stand must be shipped to Tinker AFB with no assembly required upon receipt. 15. Stand must have attached tow bar that accepts pintle hook that conforms to Air Force standards for towing. 100% Small Business Set-Aside This will be a Firm Fixed Prize contract. The requirements set forth in this notice are defined per Purchase Request F3YCHS2354A001 as follows: 1. List of applicable CLIN's a. CLIN 0001AA: Modified "B-Series" Maintenance Stand 2. Required Delivery (referencing 1 above), a. CLIN 0001AA: Modified "B-Series" Maintenance Stand 3. UID requirements will apply Prospective vendors must comply with all the requirements of the solicitation and its attachments to be considered responsive. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
