Description
The US Army, Army Contracting Command New Jersey (ACC-NJ) Contracting Center, Picatinny Arsenal, NJ 07806, on behalf of the US Army Armament Research Development and Engineering Center (ARDEC) is conducting market research to locate firms capable of providing services in support of strategically planned technology and software system projects specific to the Tactical Effects, Protection and Interactive Technologies Directorate (TEPIT). The contractors will provide a wide variety of engineering services, administrative assistance and supplies in support of all software systems and their associated components. These services include software training systems, virtual engineering aids, gaming and interactive software systems, emergency management systems, situational awareness and protection systems, training and system deployment, network-centric fires and effects systems, targeting related communications systems, digitally aided close air support systems, soldier/leader cognitive decision aids, small unit manned/unmanned effects teaming and countermeasures for delivery systems, software engineering, systems engineering and network engineering, lifecycle cost analysis, software process improvement. The following is a partial list of what might be required with this contractual effort: Software Process Improvement - The contractor shall develop processes and associated documentation that align TEPIT software development with industry standards and best practices. Capability Maturity Model Integrated is the preferred software improvement model to be used throughout the development lifecycle. Software Engineering of Gaming and Interactive Systems - The contractor shall support the design, development, integration and testing of video gaming and interactive software systems. The contractor shall apply the TEPIT- Gaming, Interactive Technologies and Multimedia (GITM) development pipeline and any and all appropriate techniques required for the development of this software. Asset Development of Gaming and Interactive Systems - The contractor shall support the design, development, integration and testing of two and three dimensional assets for video gaming and interactive software systems. The contractor shall apply the TEPIT-GITM asset pipeline and any and all appropriate techniques required for the development of these assets. Software Engineering of Situational Awareness and Protection Systems - The contractor shall support the design, development, integration and testing of situational awareness and protection software systems. The contractor shall use any and all appropriate techniques required for the development of this software. Software/Network Engineering of Network-centric Fires and Effects Systems - The contractor shall support the design, development, integration and testing of network-centric fires and effects software and network systems. The contractor shall use any and all appropriate techniques required for the development of this software. Product Training and Deployment - The contractor shall provide training to TEPIT and other government personnel in the operation and use of developed items. The contractor shall field and train users on TEPIT systems. Information Technology - The contractor shall provide support for the development of software and other computer related activities to support development, data management, information assurance, information security, server administration, network administration and desktop support. These activities are to support program as well as personnel IT needs and requirements. Project Management - The contractor shall provide the process and methods to support the required programmatic management to include planning, executing, tracking and reporting tasks. These are to be performed via a formal, disciplined, and documented approach. This shall ensure that projects are planned and managed to ensure that schedule and performance objectives are controlled, reported, managed and are repeatable from project to project. Some of these activities include: appointing a task order manager, developing a project plan, tracking and controlling the project, producing contract deliverables that meet the contract needs, and completing the project on time. System Engineering - The contractor shall support the development, maintenance, and improvement of the System Engineering (SE) Organization Standard Process (OSP). The SE OSP includes Policies, Procedures, Processes, and Templates. Activities may include identifying industry best practices in systems engineering, tailoring those best practices to fit the business model and documenting the best practices in Policies, Processes, Procedures, and Templates. The contractor shall support the development, collection, and analysis of metrics to assess the value-added of OSP documents. Where appropriate, the contractor shall provide recommendations based on analysis for improvements to the SE OSP. Strategic Planning - The contractor shall provide strategic planning and development support. Activities may include business needs analysis; organizational strategy and structure analysis; growth and competitive strategy development; and implementation recommendations. Administrative Assistance - The contractor shall provide administrative assistance to include provide visitor communications and conference arrangements, schedule activities, maintain calendars, and schedule conference rooms. Prepare security clearances, training requests, travel claims, and visitor passes. Prepare time sheets and manage action items from staff meetings. Participate in formal and informal work groups to plan for, support, or execute special work projects or events. Cost Analysis and Cost Estimating - The contractor shall perform technical cost analysis and lifecycle cost estimating. The contractor shall utilize widely accepted cost estimating software, techniques and analysis procedures. Firms/companies are invited to indicate their interests and capabilities by providing brochures, any information pertaining to experience on previous projects, specific work previously performed, and any other information as it pertains to the capabilities of the company. All information is to be submitted via email (20 MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small. Please provide the name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN November 12, 2013. This is a Sources Sought/Market Survey Announcement and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ), nor is the Government obligated to issue an RFP/RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. No award will be made because of this request for information. If a formal solicitation is issued at a later date, a solicitation notice will be published.
