Description
Request for Information (RFI) VA119A-13-I-0228 Clinical Peer Review for Quality Management Questions & Answers 1.Since responses to your current sources sought notice are limited to small businesses, does this mean that you have already determined that this procurement will be limited to small businesses if/when an RFP is released? RESPONSE: As noted, the responses to this Sources Sought Notice will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. As required in FAR 19.502-2, an acquisition can only be solicited as total small business set-aside when there is a reasonable expectation that offers will be obtained from at least two responsible small business concerns. 2.Alternatively, is this simply market research to assess the qualifications of small businesses to determine if this should be a full-and-open competition? RESPONSE: Yes, this provides us with our acquisition strategy, whether we will solicit full and open and also whether Small Businesses are capable of providing services required. 3.Is this a new procurement, or a re-compete? RESPONSE: Re-compete. 4.For the peer reviews I was just wondering if the VA knows where these peer reviews will need to be conducted? Should I assume that the reviews will need to be conducted all over the United States at many different VA locations? RESPONSE: The peer reviews can be conducted anywhere as the reviewers will have to connect remotely to the Compensation and Pension Records Interchange (CAPRI) system to access the medical record for each specific case. 5.Is it beneficial to add our company name to the list of interested vendors on the RFI information page on the FedBizOpps.gov website? Will anything happen if we don't? RESPONSE: As noted, submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, you may respond to the RFI as instructed. 6.How does the VA procurement process work? Is the RFI the first step in a process that leads to a formal RFP? RESPONSE: The responses to the RFI will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a Request for Quotes (RFQ) and/or Request for Proposals (RFP). 7.I understand this is only market research, but I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number? I appreciate your time and help. RESPONSE: The incumbent contractor is Lumetra. 8.Is this a new effort, or do you have any vendors under contract providing these services already? Namely, is the incumbent contract [VA101049A3P0373], held by the West Virginia Medical Institute? Related question, is this the same requirement that used to be referred to as the External Peer Review Program (EPRP)? RESPONSE: The incumbent contractor is Lumetra. 9. If there are any incumbents (other than the one I think is correct), could you provide their information? (Name, contract number, etc). RESPONSE: The incumbent contractor is Lumetra.
