- Request For Information: THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS. NO FUTURE REQUIRMENT OR BUSINESS OPPORTUNITY WILL BE GENERATED AS A RESULT OF THIS REQUEST. THIS RFI IS GENERATED BY THE OFFICE OF SMALL BUSINESS PROGRAMS, OMAHA DISTRICT TO ACCOMPLISH THE OBJECTIVE INDICATED HEREIN. Results of the research will be used to satisfy Federal Acquisition Regulation Subparts 5, 10 and 19. No reimbursement will be made for any costs associated with providing information in response to this Announcement or any follow-up information requests. The US Army Corps of Engineers Northwestern Division's Districts, (Kansas City District, Seattle District, Portland District, Walla Walla District and Omaha District), herein after referred to as Northwestern Regional Business Center (NWD RBC), are seeking information about potential sources interested and capable of executing Military and Civil Construction projects. Projects include the design and evaluation of military and civil works at locations throughout CONUS (Continental United States including Alaska & Hawaii and OCONUS (Outside CONUS). The purpose of this request is to identify Service Providers and Construction Firms who possess qualifications for the design and construction of facilities and structures. Please note that in accordance with Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting, the prime contractor is required to perform at least 15% of the cost of the contract (excluding materials) for general construction and 25% of the cost of the contract for special trades construction (excluding materials) with their own employees. All Small Business Community members, (Small Business [SB], Small Disadvantaged Business [SDB] including Section 8(a) Participants, Woman Owned Small Business [WOSB], Historically Utilized Business Zone [Hubzone], Service Disabled Veteran Owned Small Business [SDVOSM] and Veteran Owned Small Business [VOSB]), are encouraged to respond to this notice. OBJECTIVES of this Strategic Market Research: 1. Establish a cadre of qualified, certified and capable Small Business Service Providers 2. Perform Contract Bundling and Consolidation Benefit Analysis 3. Determine current market conditions and alternative acquisition strategies 4. Develop plans to mitigate the effects of bundling plans 5. Develop small business participation and subcontracting goals Responders should be able to pass security checks, have insurance, and meet other requirements pertaining to access onto military installations. Contractors must be established and registered in the System for Award Management (SAM) system. Interested firms will be required to demonstrate recent, specialized experience and technical competence.
