- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Statement of Work Fort Belvoir Supply Support Activity Logistics Readiness Center 1. BACKGROUND. The Logistics Readiness Center, Fort Belvoir operates a Supply Support Activity with the mission to store, issue, and receive Army equipment. Included in the Army equipment are repair parts for Army vehicles, electronics, and weapons serviced by the LRC's maintenance division. The repair parts vary in cost and sensitivity for store. Several of the repair parts for electronic equipment are valued over $100k. In addition, the SSA stores repair parts for weapons that require special security standards that we are unable to meet without the installation of the secured area and mezzanine. 2. OBJECTIVES. To acquire a secure storage area for supplies stored in the SSA and increase floor storage space in the warehouse facility. 3. SCOPE. The vendor will construct a mezzanine for area over shelving with security fence along the outer edge (front) of the mezzanine. The security fence will include a stairway to the mezzanine area and landing, one flip gate at pallet loading area, safety railing along the mezzanine, and sliding entry ways to access the security area. The size of the secured area is 48'8 quote mark x 27'7 quote mark (1,391 SF). Internal clearance under the mezzanine will be 7'6 quote mark with the deck height of 8'9 quote mark. The deck will be capable of supporting a weight of 125 PSF. 4. APPLICABLE PERFORMANCE STANDARDS. The vendor will be expected to construct the mezzanine and security fencing during normal duty hours (furlough schedule). 5. DELIVERY SCHEDULE The vendor is expected to deliver the requested structure in accordance with the timeline provided in the solicitation. 6. SPECIAL REQUIREMENTS. 6.1 Government-Furnished Property (GFP) Contractor will perform installation in building 766, 9910 Tracy Loop, Fort Belvoir, VA 22060. 6.2 Security Considerations The vendor will be responsible for all documentation required for Fort Belvoir access. 6.3 Travel Travel cost in exclusion of original delivery fees is unauthorized. 7. PLACE OF PERFORMANCE. Installation will be performed in the warehouse area in the rear of building 766, inside a block walled interior structure. The physical address of the building is: Logistics Readiness Center (Directorate of Logistics) 9910 Tracy Loop Fort Belvoir VA 22060. 8. PERIOD OF PERFORMANCE.
