Description
In accordance with the Federal Acquisition Regulation (FAR) 5.207, the Naval Facilities Engineering Command, Far East (NAVFAC FE), intends to solicit competitive offers for a Combination Firm Fixed-Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. The anticipated solicitation shall be for commercial services, prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. Solicitation number N40084-14-R-0062 is issued as a request for proposal (RFP). Professional technical services will be required, in accordance with a Performance Work Statement (PWS), for Facility Boilers and Unfired Pressure Vessels (UPV) throughout Japan. The contract period of performance is anticipated at one (1) base and four (4) option periods. The anticipated minimum guaranteed amount of the proposed contract will be the FFP portion of work. The Contractor shall inspect, test, and certify ground structures and installed equipment and systems, related to Boiler and UPV operation, to ensure they are fully safe and in normal working condition. The Fixed-Price schedule will be on a yearly basis, with equipment maintenance schedules to be determined by the timeframes set in the contract references. ID/IQ work may be ordered utilizing either DoD EMALL or on a task order in accordance, specifying in each order: the period of performance, exact locations, and the types of work to be accomplished. Finally, the contractor shall be prepared to quantify and accept ID/IQ work of similar form and objectives as the Firm Fixed-Price (FFP) services. The solicitation will be issued on or about 31 October 2013. Proposals will be due on or about 02 December 2013 at NAVFAC Far East, Naval Base Yokosuka, Japan, at the time specified in the solicitation. This anticipated solicitation is intended for local sources in accordance with FAR 5.202(a)(12); local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S.-Japan Status of Forces Agreement. Prices shall be provided in Japanese Yen ONLY. Proposing vendors shall be registered in the System for Acquisition Management (SAM) and have a valid CAGE code and DUNS number. Log on to www.sam.gov to inquire about new or existing accounts. Unless otherwise indicated in the synopsis, this will be an Internet-only solicitation. It is the offeror's responsibility to check this site daily in order to be notified of any changes to this solicitation. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will be made on the FEDBIZOPS website.
