- Statement of Work Draft Soliciation Standard Form 33 The proposed solicitation number for this effort is FA8224-14-R-0080. This requirement is set-aside 100% for Small Business concerns. Place of performance is to include missile silos around F.E. Warren AFB, Minot AFB, Malstrom AFB, and Hill AFB. Federal Supply Code is J061 Subject: Power Panel Replacement at RIVET MILE Locations Description: The Air Force intends to procure a Project Analyst and Journeymen Electricians for services to be performed in support of RIVET MILE power panel replacements. Project Analyst shall work closely with the government program team at Hill AFB, UT. There shall be two teams of Journeyman electricians to support Power Panel Replacements at each RIVET Mile location. Locations to be included are F.E Warren AFB, Wyoming; Minot AFB, North Dakota; and Malstrom AFB, Montana. The Statement of Work (SOW) & Drawings (see below on how to obtain drawings) advertised with this synopsis notice are 100% complete however the documents can change. It's the offerors responsibility to ensure they have followed the most current documents. For Line items see Draft Form 33 Qualification Requirements: See SOW and Form 33 L&M *****Drawings are available upon request. Requests for drawings must be sent to carmen.north@hill.af.mil and must include the requestors name and direct contact, email, cage code and DUNS number. Failure to provide this information items will exclude a requestor from access to drawings. ***Duration of contract shall be no later than 3 years after date of contract, FOB destination, Hill AFB, UT 84056. Offeror shall submit the proposal according to the solicitation. Offeror shall comply with all aspects of the statement of work and drawings. This will be a Firm Fixed Price/ Cost-plus-fixed-fee /Cost reimbursable award. The formal solicitation will be issued approximately 4 November 2013. The Due Date will be approximately 30 days following the issue date. The entire solicitation will be made available only on FedBizOpps (FBO) website at: https://www.fbo.gov. All current/future information about this acquisition, i.e. solicitation, amendments, purchase specification, and Q &A's will be distributed through FBO. Interested parties are responsible for monitoring FBO to ensure they have the most up-to-date information about this solicitation. As prescribed in FAR Subparts 4.11 and 4.12, all prospective offerors must obtain a DUNS number, have an "active" System for Award Management (SAM), and maintain an Online Representations and Certifications Application (ORCA) in order to transact business with the Government. Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered Offeror. Organizational Conflict of Interest (OCI) as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules. b. Interested vendors are requested to evaluate their potential OCI issues with regard to this requirement and identify those issues to the Contracting Officer (CO) in accordance with FAR 9.5.
