Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a Sources Sought Synopsis Number N00189-14-S-0019, to support the NAVSUP WSS Price Fighters Department located on Naval Station Norfolk, at 1837 Morris Street, Building Z-133, Suite 500, Norfolk, Virginia 23511-0129. This announcement is issued for informational and planning purposes only. This sources sought synopsis is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this sources sought synopsis. Responses to this announcement will not serve as proposals, bids, or offers that could be accepted by the Government to form a binding contract. NAVSUP WSS requests information from interested parties that are capable of providing a response to the following descriptions. BACKGROUND The Price Fighters conduct engineering, analytical, and logistics support services including but not limited to strategic planning for technology programs/activities, concept development and requirements analysis, system design, system engineering, system integration, integrated logistics support, acquisition and life cycle management. The successful respondent will receive tasking to support these efforts. NAVSUP is looking at ways to better structure and align the organization to most effectively and efficiently accomplish its purpose of delivering combat capability through logistics to Navy, Marine Corps, Joint and Allied Forces. This requirement is for support of the Price Fighters Department in the analysis process. Under the anticipated contract, the contractor will provide engineering and technical support services in the areas of: 1.Engineering based cost analysis of spare parts and repairables including Should Cost Analysis. 2.Technical data package development/technical review 3.Engineering based cost analysis of weapons systems, repair processes, and logistics analysis 4.Price Challenge and market research 5.Industrial and system engineering, integration, integrated logistics support 6.Training RESPONSIBILITIES OF THE CONTRACTOR The contractor is responsible for providing support to the NAVSUP WSS Price Fighters Department including but not limited to the following: The contractor shall pick up and deliver all available case information, spare parts, and available data from and to the NAVSUP WSS, Price Fighters Department ™s office at NOB, Norfolk, Virginia. Additionally, request for cost analysis may be faxed directly to the contractor ™s site by the Price Fighters Department or transmitted via computer network. The contractor shall provide space for the storage of over 70,000 should cost analysis case folders in a retrievable storage system. The should cost analysis case folders contain company confidential information and must be stored in an area that the information will be protected. The contractor shall have an automated computer system/software tool or application in place, capable to develop accurate and defendable all inclusive production costs estimates and manufacturing labor and material estimates for items submitted for COST Analysis. The computer system/tool/application may be of the contractor ™s own choosing. The contractor shall conduct COST Analyses/engineering analyses of individual spare parts, assemblies and platforms as provided by the Price Fighters Department. The contractor will follow the basic guidance and procedures listed below. The COST Analysis procedure is intended to serve as a guide and to illustrate the method used by the Price Fighters Department. Utilizing available technical drawings and specifications, the contractor will determine all manufacturing processes, including inter-shop routing, manufacturer of piece parts, assembly of sub assembly parts, alignment, test, inspection, repair, re-inspection, and final assembly and inspection required to manufacture the end item. The contractor shall assist the Price Fighters Department in analyzing contract proposals for price reasonableness. The contractor will utilize a wide variety of technical disciplines, including but not limited to, engineering, mathematics, statistics, computing, logistics, production, economics and others. The efforts will be applied to a wide range of settings including manufacturing, systems repair and overhaul, acquisition and life cycle management, life cycle costs (LCC) and any subset of LCC as it relates to the acquisition and lifecycle support of a government acquired system. General requirements include, but are not limited to, services required in the evaluation of cost, as well as schedule and technical risk associated with projects and programs. While the requirements are expected to vary widely in scope, they generally relate to the provision of technical support and interface with prospective and existing customers. The contractor will establish and maintain a Price Fighters TECHNICAL DATA LIBRARY for engineering based cost analysis of Weapon Systems, Repair Processes and Logistics Analysis of at least four hundred square foot. All drawings and technical data received by the contractor are to be considered government property. The contractor will receive PRICE CHALLENGE documentation from the Price Fighters Department and conduct a thorough investigation of each challenge. The investigation will include a review of all available data on item usage, end item application, and procurement history. This data will be extracted by the contractor from various sources, depending upon the item ™s Federal Stock Classification. The contractor may contact manufacturers, distributors, and item managers to conduct their investigation. The contractor will provide recommendations to the product item manager to resolve the challenge and provide correspondence to the challenger explaining the results of the research and analysis conducted. Additional tasking under the PRICE CHALLENGE effort may include: A.Investigating Excessive Price Increases. B.Technical/Supply Data Development. C.Source Development. D.Technical Research Studies. E.Alternate Sourcing F.Market Research Studies. The contractor will support Price Fighters in studies that describe, evaluate, design, modify, control and improve the performance of complex systems, viewed over time and within their appropriate context. The contractor will use a variety of disciplines, including but not limited to, engineering and engineering disciplines, mathematics, mathematical optimization, probability, statistics, computing, logistics, production, economics and others. The studies will be applied to a wide range of settings including manufacturing, systems repair and overhaul, acquisition and life cycle management, Total Ownership Costs (TOC) and any subset of TOC relative to the acquisition and lifecycle support of a government acquired system, transportation, material distribution, utilities, hospitals and health care delivery, financial and accounting systems, information systems, telecommunications, and others. Services to be supplied in the areas of Integrated Logistics Support and Acquisition and Life Cycle management. Contractors shall provide off-the-shelf or customized training packages to meet specific agency needs related to management, organizational and business improvement services.
