Description
PURPOSE: This RFI is an effort to conduct market research for use in formulating an acquisition strategy to obtain contract services to fill foundational geospatial data gaps, support rapid response to global missions, and be compliant with National System for Geoint (NSG) standards. Marine Corps Intelligence Activity (MCIA) requires Geospatial Services to extract terrain and feature data through photogrammetric engineering methods utilizing stereo and mono satellite imagery. Principal operations would be conducted at the contractor facility, up to the secret classification level. Digital Elevation Models (DEM), both reflective surface and bare earth, and Feature Data are primary datasets utilized by the MCIA, Geospatial Intelligence Division (GID) to conduct geospatial intelligence analyses in support of Marine Corps operations and training requirements. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The qualifying NAICS code for this effort is 541360. with a size standard of $14.0 Mil. BACKGROUND: These datasets are used to perform a wide range of geospatial analyses that include but are not limited to helicopter landing zone analysis, enhanced line of site visualizations, force protection viewsheds, dam break flood analysis, slope computations, cross-country mobility, cover/concealment analyses, expeditionary points of entry, and high definition urban analysis. High accuracy elevation data is also a prerequisite in orthorectification of source imagery for other supplemental products. The importance of accurate, detailed, foundational data, that supports the Marine Corps mission cannot be overstated as it is being used extensively to construct products in support of current and planned Marine operations around the world. NGA programs, like High Resolution Terrain Elevation (HRTe) and Topographic Data Store (TDS), are focused at the tactical resolutions needed, however the demand for rapid response and program flexibility cannot be met by NGA in every global situation. In order to answer hasty and specific geospatial intelligence questions, high resolution terrain and feature data is needed that supports the Marine Corps mission priorities in the urban and littoral areas, and is compliant with the National System for GEOINT (NSG) standards. CORE OBJECTIVES TO BE ACCOMPLISHED MCIA has made significant investments in leveraging the capabilities of commercially available software tools like SOCET SET, Next Generation Automatic Terrain Extraction (NGATE), ESRI ArcGIS and ERDAS Imagine DEM tools. This effort requires the use of a Geo Data extraction tool in automated, semi-automated, and manual environments. Accordingly, the contractor will be required to demonstrate advanced, reliable capabilities of a user configurable software tool set that can meet or exceed these softwares when performing the following: 1. Foundation Feature Data Extraction - 1:100,000 scale 30'x30' map sheets in Local-TDS (LTDS) attribute and collection standards. 2. Foundation Feature Data Extraction - LTDS scale data in a square km configuration used to fill in remaining polygon areas of square km coverage that does not meet the Urban definition when collecting item 4. 3. HRTe - High Resolution Terrain Elevation data (Reflective and Bare Earth) - Area coverage may be in either standard HRTe program block size (30' x 30') or square kilometer configurations for Level 3; and square kilometer only for Level 4. 4. Urban Foundation Feature Data Extraction - Square km collection in Specialized-Urban TDS (S-UTDS) attribute and collection standards. Used to populate a product-neutral digital database. INSTRUCTIONS: Responses to this RFI shall not exceed (15) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if service(s) are 100% available from the schedule; (4) Three customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
