Description
The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Siemens Medical Solutions USA, Inc. for a Siemens Inveon Dedicated PET and Inveon Multimodality System. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) has a requirement for a Siemens Inveon Dedicated PET and Inveon Multimodality System for installment at the new USAMRIID infectious disease imaging facility for biosafety level 3 (RIIDIF3). The purchase of a single bed, yet dockable small animal PET/SPECT/CT scanner is critical to the successful development and implementation of the RIIDIF3. Thus, source selection is based on the following two fixed requirements: 1) Single bed to translate from CT to SPECT to PET and 2) PET can be separated (undocked) from the SPECT/CT to allow parallel imaging. The Siemens Inveon Multimodality PET/SPECT/CT scanner is the only imaging device that provides all three imaging modalities in a single scanner with a single bed. Also, the Inveon is the only device that provides a docking station that allows the PET scanner to be separated from the SPECT/CT scanner and will allow for parallel imaging procedures. The quote mark exclusive quote mark docking feature allows the PET and SPECT/CT to function independently as two separate scanners with their own acquisition computers or as a single integrated scanner when the PET is docked to the SPECT/CT scanner. When the PET scanner is docked to the SPECT/CT, the user can operate all three modalities from a single acquisition computer. This exclusive docking feature provides the user the versatility and flexibility to be able to perform PET and SPECT studies simultaneously in an undocked mode thereby increasing work flow and saving cost. This docking feature eliminates the need for an additional CT for the PET and saves money in service cost over having to purchase separate SPECT-CT and PET-CT gantries. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days, 12 November 2013, after publication of this notice, to the effect that comparable supplies and services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
