Description
The Naval Surface Warfare Center Panama City Division (NSWCPCD) is seeking information on two separate commercially available Underwater Breathing Apparatuses (UBA) with the following minimum characteristics/capabilities. Please respond if you meet either set of the following, or if you meet 90% of either set of the following. A response with a single UBA capable of both sets of characteristics is also acceptable. UBA 1 · Capable of being either front or back mounted. The decision for front or back mounting will be made by the user pre-dive. The UBA may differ in configuration between front or back mounting, but the differences should be minimal, i.e., longer breathing hoses for back mounting vs. front mounting. · Duration of at least 90 minutes at 36 liters per minute (lpm) respiratory minute volume (RMV) at 50 o F. · A chemical carbon dioxide (CO 2 ) scrubber that is capable of using both granular and pre-formed (Ex. Micropore TM ) absorbent material. · Maximum Weight: 20 pounds (ready to dive, full gas bottle, full canister). · Maximum dimensions: Volume - 1400 cubic inches; Length - 20 inches; Width - 14 inches; Height - 5 inches ( Note: height is the most important dimension and is defined as the distance from the user's chest (if front-mounted) to the outermost point of the UBA, or from the user's back (if back-mounted) to the outermost point of the UBA ) · Depth: routine 20 feet of seawater (fsw) with periodic excursions to 50 fsw. · Resistive effort should not exceed: 2.61 kilopascals (kPa) at 75 lpm RMV at 50 fsw. · Operational temperature range of 32 o F to 99 o F. UBA 2 · Capable of being a closed circuit oxygen rebreather and a semi-closed circuit mixed gas rebreather capable of functioning to 90 feet of seawater (fsw). · Capable of being either front or back mounted for closed circuit operation in the same unit. The decision for front or back mounting will be made by the user pre-dive. The UBA may differ in configuration between front or back mounting, but the differences should be minimal, i.e., longer breathing hoses for back mounting vs. front mounting. · Duration of at least 240 minutes, with 180 minutes at 22.5 liters per minute (lpm) respiratory minute volume (RMV) at 50 o F and 60 minutes at 36 lpm RMV at 50 o F. · A chemical carbon dioxide (CO 2 ) scrubber that is capable of using both granular and pre-formed (Ex. Micropore TM ) absorbent material. · Maximum weight: 30 pounds (ready to dive, full gas bottle, full canister). · Maximum dimensions: Volume - 1600 cubic inches; Length - 18 inches; Width - 14 inches; Height - 7 inches ( Note: height is the most important dimension and is defined as the distance from the user's chest (if front-mounted) to the outermost point of the UBA, or from the user's back (if back-mounted) to the outermost point of the UBA )) · Depth: in oxygen only mode - routine 20 feet of seawater (fsw) with periodic excursions to 50 fsw; in semi-closed circuit (mixed gas) mode - 90 fsw. · Resistive effort should not exceed: 2.61 kilopascals (kPa) at 75 lpm RMV at 50 fsw in oxygen only mode; 2.42 kPa at 75 lpm RMV at 90 fsw in semi-closed mixed gas mode. · Operational temperature range of 32 o F to 99 o F. Respond with the following documentation: 1. Technical literature with complete description and specifications illustrating the ability of the apparatus to meet the above characteristics in this request for information. 2. Estimated unit cost for quantities of 5, 50, and 100. 3. Estimated quantity of units currently fielded. 4. Estimated preventative maintenance costs for 1 and 2 year periods to include replacement parts, o-rings, seals, etc. for 5, 50, and 100 units. Only prime contractors and authorized distributors should respond. A list of responding prime contractors will be furnished to potential subcontractors upon request. This is not a solicitation nor will a solicitation package be issued as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published in the FEDBIZOPS.
