- Description
- The Naval Medical Logistics Command intends to modify contract N62645-13-F-0022 by adding a three month option period to the contract. Siemens Healthcare Diagnostics Inc. currently provides Naval Hospital Bremerton with cost per test lab analyzers, quality control, and consumables under contract N62645-13-F-0022. The current contract expires 30 Nov 13. The modification shall extend the period of performance from 30 Nov 13 to 1 Mar 14. It is essential to extend the period of performance under this contract in order to provide critical lab results to the warfighter and their families. If a cost-per-reportable contract were to be started with another vendor, the lead time required to establish consistent reliable test results would necessarily extend well past the required start date of 1 December 2013. Siemens Healthcare Diagnostics is the only vendor which can ensure no lapse in onsite testing capability. Additionally, test-outsourcing is not a viable option for Naval Hospital Bremerton. If the testing were outsourced to an offsite facility or service, it would cause potentially life-threatening delays in patient diagnosis and treatment. No other vendor besides Siemens Healthcare Diagnostics is capable of meeting the minimum requirements. The government anticipates competing a follow on requirement for cost per test lab analyzers, quality control, maintenance, and consumables. This acquisition is being conducted under simplified acquisition procedures (FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
