- *** PLEASE CONTACT AMY MAPLES (ARCS) TO SUBMIT QUOTES OR TO ANSWER ANY TECHNICAL QUESTIONS THAT MAY ARISE FROM THIS SOLICITATION. CONTACT INFORMATION CAN BE FOUND WITHIN THE BODY OF THIS SOLICITATION. *** NASA/MSFC intends to purchase one (1) Floating Network License of COMSOL CFD Module and one (1) Floating Network license of Heat Transfer Module from COMSOL, Inc. This recommendation is made pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. The COMSOL codes are proprietary and a source of the salient characteristics is not available to the government. No second source vendors have been authorized by the creator of COMSOL to develop these codes; therefore, the information to develop a package for full and open competition is not available. 2. COMSOL software has been used for many years for analysis related to problems involving fluid dynamics routinely required to be resolved in support of thermal control systems. Ensuring the continued accuracy, reliability and compatibility of all elements of these analysis systems is of the utmost importance.Risking changes that are not compatible are deemed unacceptable risks. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. CST on Monday, November 4, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
