- The Department of Defense, Project Manager for Mobile Electric Power (PM-MEP) and Army Research, Development, and Engineering Command (RDECOM) Power Division - Power Technology Branch will conduct an advanced planning meeting (market research) for the Small Tactical Electric Power (STEP) Systems Program. The purpose of the meeting is to introduce industry to the Army's needs and goals for Small Tactical Electric Power systems in the 500 - 3000 W range. DATE: 11/13/2013 TIME: 7:45am-12:30pm, EST LOCATION: Department of Defense, Project Manager for Mobile Electric Power 10205 Burbeck Road, Building 324 Fort Belvoir, VA 22060 The Army is contemplating the establishment of a new a family of tactical electric, soldier-portable, signature suppressed, multi-fuel compatible power systems in the 500 - 3000 watt range for direct power and hybrid, silent watch, and battery charging applications in the forward tactical battlefield areas. Potential dramatic improvements in logistics, cost, and mission capability for all services are the desired goal. The Army desires to take advantage of emerging solutions from applied and advanced research initiatives that show promise in the following: A. Enhancing mobility: less carried weight for both soldiers and vehicles; B. Increased force protection: fewer/lighter resupplies/reduced fuel consumption; C. Reducing logistics cost and logistics footprint in the battle space without affecting Warfighting capability or readiness; D. Reducing environmental impacts (Emissions); E. Increasing Platform Capability: 1.Longer effective missions - extending the Battlefield Mission 2.Filling in the power gap between battery and smallest generator set 3. Silent Watch - increasing Soldier survivability via reduced noise signature 4. Increased reliability/availability 5.Increased power density The U.S. Army has issued the generic Tactical Electric Power CPD describing basic requirements for tactical power sources. This document does not require specific power source technologies, although it does require the use of JP-8 fuel. Currently, there are no fielded JP-8 units in the Army smaller than 2 kW. A wide range of performance characteristics must be addressed, including AC versus DC output, average power vs. peak power, and system life and reliability. A set of metrics for the next generation power sources in the 500 - 3000 watt range is attached to this announcement. System solutions rated at a Technology Readiness Level (TRL) of 6 or better that meet these requirements are sought. This workshop is an opportunity for all interested industrial firms to learn about the STEP Program, its development and potential future acquisitions. The purpose of this meeting is for market research purposes only. The Government is not requesting proposals at this time. The Government will not reimburse companies for any expenses associated with attendance of the conference.
