Description
ATTACHMENT The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure a Quantity of four (4) Circuit Card Assemblies and a Quantity of 1 CCA Design per 3.0 in accordance with drawings and specifications. All deliverables shall be as follows: Prior to prototype fabrication, the contractor shall provide to the Government for review and approval not later than 45 days after receipt of order the following: Redrawn schematics reflecting the new design, parts list for the new design, and the printed wiring board artwork. The government will have 10 days to review design updates and provide feedback. The contractor shall have 7 days to make design corrections. The contractor shall deliver two (2) prototype CCAs not later than 30 days after Government approval of design for First Article Testing (FAT). The Government will have 13 days to complete FAT and provide feedback to the contractor. FAT will evaluate the following: Form; CCA with specified components; CCA with connectors located as specified; Fit; Within mechanical tolerances to mate with existing mounting points; Within mechanical tolerances to mate with existing connectors; function; AC power control; DC power control; Fault detection; and Fault indication. The contractor shall have 30 days to make any requested revisions after FAT. The contractor shall deliver (2) revised CCAs, incorporation government feedback not later than 45 days after completion of FAT. The contractor shall provide to the Government at the time of final delivery of the CCAs, all documentation (including native/editable files) necessary to evaluate and reproduce the CCA, including master pattern artwork, circuit card assembly drawing, parts list, redrawn schematics and printed wiring board assembly drawing in accordance with the attached statement of work. The First Article shall be a fully finished product in accordance with FAR 9.3-FIRST ARTICLE TESTING AND APPROVAL. All interested vendors are requested to contact Katron Johnson, Katron.johnson@navy.mil to receive a complete copy of the Drawings. Any questions regarding this synopsis shall be received NLT 7 November 2013. In order to be eligible to receive the Drawings, vendors must provide their Cage and DUNS Numbers for verification of inclusion in the Central Contractor Registration (CCR) database. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to Combat Direction Systems Activity, Dam Neck, 1922 Regulus Avenue, Building 127S, Attn: Ken Schmitt, Code F12, Virginia Beach, Virginia 23461. In order to be eligible for award, firms must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM by calling 1-866-606-8220, or via the Internet at https://www.sam.gov. A formal request for quote will not be issued as all items are identified in the synopsis and attachments. Quote is due By 12:00 noon (EST time) on 09 November 2013.
