- Synopsis: This Sources Sought notification is being US Army Contracting Command - Aberdeen Proving Ground, Tenant Division on behalf of the U.S. Army Research, Development and Engineering Command (RDECOM) for a successful offeror to provide and support all services necessary to operate the National Defense Center for Energy and Environment (NDCEE). The NDCEE functions as a national resource for the development and dissemination of state-of-the-art innovative environmental, safety, occupational health, and energy (ESOH&E) technologies and provides a means for transitioning those technologies to solutions of ESOH&E problems in support of the DOD, other Government agencies, and private industry needs. NDCEE is conducting market research and looking for maximum participation and all business concerns are encouraged to respond to this announcement. THIS IS NOT AN OFFICIAL REQUEST FOR PROPOSAL. This sources sought notice does not indicate Government intent to release a formal solicitation. The Government is assessing the current market to identify acceptable sources for the services described herein. Requirements: The Contractor shall provide RDECOM with support services covering a wide variety of Research, Development, Test and Evaluation activities; Technology Demonstration/Validation; Technical Requirements Definition; Technology Transition and Implementation including Train-the-Trainer; and NDCEE program development tasks. See Attachment A for more specific information. Submission Instructions: This is a sources sought notification only. Do not submit a proposal or pricing information. Response submissions should be submitted in Microsoft Word format and should not exceed 10 pages. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements to Charlene.L.McMillan.civ@mail.mil. Capability statements shall be no more than 10 pages and should include the following: 1. Organizational Name and Address (if organization has experienced name changes, please list all previous names used) 2.Company representative and business title 3.North American Industry Classification System (NAICS) Codes and business size for each NAICS code. 4.Vehicles and contracts held (vehicle, agency, expiration date) - please highlight Army and DOD contracts clearly 5.Year company was established/founded 6.Company ownership (public, private, joint venture) 7.Business Classification/Socio-Economic Status (e.g., large, small, 8(a), women-owned, hub-zone, SDB, Service-Disabled Veteran-owned) 8.Location of corporate headquarters 9.Location where incorporated 10.Overview of Products and services provided Responses must be submitted no later than 15 November 2013, 5:00pm EST. This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. ATTACHMENT A The Contractor shall provide RDECOM with support services covering a wide variety of Research, Development, Test and Evaluation activities; Technology Demonstration/Validation; Technical Requirements Definition; Technology Transition and Implementation including Train-the-Trainer; and NDCEE program development tasks specific to Environment, Safety, Occupational Health and Energy technology needs. quote mark Technology quote mark is the making, modification, usage, and knowledge of tools, machines, techniques, crafts, systems, methods of organization, in order to solve a problem, improve a preexisting solution to a problem, achieve a goal or perform a specific function. DOD ESOH&E technology needs are in the following areas: Hazardous waste treatment, Management of Resource Conservation and Recovery Act (RCRA) type wastes, Waste minimization, Municipal solid waste and incineration issues, Medical waste disposal, Mixed waste management and disposal, Remediation of contaminated sites, Chemical and biological weapons destruction, Recycling of materials, Water treatment issues and water use and reuse, Pollution of ground and surface water, Above ground and underground storage tanks, Nuclear waste management and disposal, Corrosion prevention and control, Solvent substitution and aqueous base cleaners, Ozone depleting substances, Location, removal, and demilitarization of unexploded ordnance, Demanufacturing of electronic equipment for recycling and reuse (DEER2), Alternative and sustainable energy use solutions, Fossil fuel conservation solutions (reduction of DOD's carbon footprint), Safety initiatives/technologies to reduce preventable accidents including meeting challenges laid out by the Defense Safety Oversight Council (DSOC), Occupational Health initiatives such as facilitation of increased participation and advancement in the OSHA Voluntary Protection Program (VPP), and Occupational Health improvement technologies to reduce occupational health hazards. The Contractor shall perform work under assigned task orders which include one or more of the following efforts: Problem definition Analysis of alternatives including recommendations for further work Appropriate regulatory, health and safety, and test plans and permits Execution of laboratory, bench-scale, or field scale tests, demonstrations, and evaluations Design and fabrication of laboratory, bench-scale, and pilot-scale test equipment Optimization of processes/technologies Technology transfer data packages Training and educational material packages for Train-the-Trainer training on new technologies Analytical services Scientific and technical reports Economic and lifecycle analyses In Process Reviews, seminars, workshops, and information exchanges This effort does not include broad quote mark management support quote mark or quote mark advisory and assistance quote mark services, nor does it include quote mark weapon system development quote mark services. Individual tasks may be performed at locations both within CONUS and OCONUS.
