- FOR MORE INFORMATION PLEASE CONTACT: Ira Weiner 443-395-6907 ira.weiner@us.army.mil The U.S. Government is seeking sources and costs estimates from those sources to provide Trunked Radio Equipment and Services for Foreign Military Sales (FMS). The purpose of this Market Research is to identify sources that can manufacture and supply Trunked Radio Equipment and Services. Sources must also be able to provide system engineering, installation, integration and testing. Description/Requirements: See attachment. The contractor must be able to support all technical, operational, safety, interoperability and security testing requirements as delineated in the attached requirements document. The contractor company must be ISO 9001-2008 certified. Company must be registered with Central Contractor Registration (CCR). Please submit all responses, to include a detailed description of contractor qualifications and experience no later than 29 Nov 2013. Detailed description of the equipment Substitution of the trunked radio communication system City Site. Communication equipment for an administration, monitoring, and control Center in the city; with quote mark APCO 25 quote mark technology, with AES 256 encryption, having the following equipment: ) greater than Audio recording with access to at least 10 customers. ) greater than 2 terminals of radio programming with electronic locks. ); greater than 2 dispatch consoles with telephonic interconnection. ) greater than 1 terminal for programming and changing encryption keys for radio communication equipment by air. ) greater than 1 mobile computer set with software license of the latest version of quote mark Terrain Analysis Package quote mark to study and analyze coverage with modules of V/UHF coverage assessing in all Mexican Territory, enabling to print results. ); greater than 600 mobile digital transceiver radio sets in the band of 800 MHz, with 256 AES encryption, with screen, partial keyboard, 1 charger and 2 batteries per radio. ); greater than 75 mobile digital transceiver radio sets in the band of 800 MHz, with 256 AES encryption, with screen, complete keyboard, 1 charger and 2 batteries per radio. ) greater than 50 Vehicular digital transceiver radio sets in the band of 800 MHz, with 256 AES encryption; basic model, 1 charger and 2 batteries per radio. ) greater than 20 Vehicular digital transceiver radio sets in the band of 800 MHz, with 256 AES encryption advanced model, 1charger and 2 batteries per radio. } greater than 100 tactical headphones 100 tactical harnesses to carry mobile radios on chest and back. Including the following equipment for each site: Maintenance to: System connected to ground in all sites. Protective System against atmospheric electric discharges in all the sites. greater than Emergency Electric Energy Generating Plant in some of the sites. Substitution of: greater than Unit of uninterruptible energy in all sites. Emergency Electric Energy Generator plant in 2 of the sites. Liebert Air Conditioning system model ET036SRY00T, or over. ); greater than Dismounting of the supported tower and substitution for a 30- meter auto supplied tower in 1 site. greater than Maintenance to one 30-meter supported tower in 1 site. greater than Maintenance to one 48-meter supported tower in 1 site. One Site Dismounting of one 42-meter supported tower and substitution for one 60-meter auto supported one with growth possibility to reach 80 meters, relocating equipment from the supported tower to the auto-supported one. Requirements less than ) Delivery conditions. o There are facilities (booths, towers, air-conditioning systems, electric energy generator plants, etc.) in the 4 repetition sites. It is proposed the substitution for some of them and for the others just maintenance. It is shown in the chart above. It is possible to visit repetition sites to conduct parameters readings, measurements, and in general all technical data necessary to integrate the proposal. o Since it is a turnkey project, it is necessary: To consider any software, license, conditions for the installation in vehicles, accessories, interfaces, tools and fittings for installation, or in general what is deemed necessary for the timely delivery of the project.../With regard to the support network, it must be considered that it is possible to require adaptations to the oldest microwaves links in order to support digital transmission; if necessary, the awarded company will carry out such actualizations to warranty the correct functioning of the system with no charge to the Country. / That the interconnection equipment team wouldn't be the quote mark owner quote mark of the trademark, that is, that it is necessary that it could be substituted by other brands. It is necessary the dismounting of the equipment to be substituted, including their concentration back to the storage centers in the City. /All equipment, components and accessories must be new, with recent technology with all technical and operative capabilities available on the marked, with no more than 5 years on the market, and able to be escalated. /That there won't be hidden flaws not expected by the providing company or its commercial partners or technicians. v/ It is necessary 3 events (1 per site) of technical support and advisory in the site to carry out the installation and operationalization of the mobile sites in any part of the country when necessary...1The delivery of each component will be conducted in the place where it will replace the equivalent equipment of the substituted system; in case of being equipment that was not considered in the previous system, it will be delivered in the site where it will be connected and for mobile pieces...1The concerned company should deliver the system to this Country to its entire satisfaction, correcting any contingency that could arise during the installation process...1Material, equipment, software and licenses to be completed to be able to the system, 1 000 radios at a minimum. escalate..1If transportable work sites change of frequencies is necessary, the responsible company should warrant in writing that the proposed equipment has the necessary features so that they can make the adjustment of the frequencies in the band 800 MHz, and have, if necessary, the necessary additional equipment and/or can reconfigure the system for the proper functioning of the transportable sites without additional cost to the Country...1Intercommunication capacity with P25 trunked and conventional equipment of other manufacturers and models different from those included in your proposal. Minimal functionality expected. o Capacity of giving voices and data trunked services with group, multigroup, private, of alert, of emergency and telephonic, control and users restriction calls. o Programming and Coding by Air (OTAP/OTAR). oSend of text messaging amongst the terminals that have keyboards. o That allows activating the microphone of the radios in a remote way, since monitoring center of the system. o That allows the decentralized control of the system, in other words, not to have a critical point of failure that in case of failure impairs communication from one extreme to the other. o Our Institution seeks for administration, configuration and programming capacity in an au tonomous manner. Technical documents to be delivered. Written document that provides the possibilities of the installed system so in case of a need of software applications support could be given (GPS, databases, etc.) o Technical memoire that describe the installation status, optimal parameters, architecture, software backups, firmware backups included in the whole configuration, programs installers, licenses that were used during the installation and setting up, list of' components, special configurations, and in general all of the technical information needed, organized by repetition sites. o 15 days after the contract signature, the provider should deliver the training activities schedule, including duration of the courses, training center location, etc. o 15 days after the contract signature, the provider should deliver the detailed work plan for the installation and setting up of the material and equipment considered in this document. Likewise, the test acceptance procedure should be delivered, detailing the technical aspects to be evaluated. o Commitment letter in which the provider is obligated to include in warranty each one of the components, parts, and accessories that are new and not discontinued or out of production and free of defects. o Inventory by site with annotation of brand, model and serial number of each installed component o Out of the proposed system, to give the coverture imprint of each fixed site in repetition, indication coverture with portable radios and vehicular, including the percentage of reliability of the mentioned study which will be considered in the definite approval tests. oStudy of scalability, it is to mention a written document that expresses the growing remaining capacity of the components of the system (taking into account what was purchased, the amount of extra channels that will accept, each repeating site, how many additional sites can be subscribed before the administration center, etc.). Additionally, it should be included not only the cost, at a current price for adding a component (a channel, a site or a transportable site), but also the amount of subscribers may be included due to the addition of that component. o Training: It must take place in the city, preferably with infrastructure and equipment under this contract, the materials and/bibliographies should be presented in Spanish. o Training for 5 people. / Programming Workshop in which as deliverable, there will beinitially programmed the groups that this Country deems necessary. v About maintenance to the infrastructure that starts when warranty expires. v About management and programming all the capacities of the system. v About using the P25 Platform. o Training for 3 people. v About installing equipment on vehicles. v About maintenance to the subscribers. o Training for 2 people. Training will be about the use of the software named quote mark Terrain Analysis Package quote mark so that they can perform coverage calculation studies with transportable sites in different parts of the country. o Integration. o The transportable sites may have the ability to connect to a satellite network, microwaves or private links, so the radios associated with these sites should be recognized throughout the system (including routers, or whatever it needs to provide a reliable service to the transportation equipment). o The Country will provide remote satellite earth stations to be used as a transportation network. o There are up to 12 pairs of frequencies in the 800 megahertz band for the design of this network in 4 different metropolitan areas and also for the functioning of the transportable sites. o Capacity of integration or interconnection to the military telephone network by at least one trunk line SIP G.729 including the necessary equipment and the configuration for its interconnection (interfaces, routers, etc.). o Guarantee. o For the installed infrastructure and subscribers, minimum 1 year upon final acceptance by the user area. o It should cover any event of corrective nature that may arise as a result of its design, architecture, subscriber equipment, accessories, installation, infrastructure and the integral starting-up of the system. o It shall also include technical support via telephone and in-person by the providing support, 24 hours a day, 365 days a year. o That the providing company count on the manufacturer's support in the provision of equipment and spare parts for a period of 10 years. So the supplier's technical capacity for the purpose of installation, maintenance and warranty, shall be stated in writing by the manufacturer company. o Technical support will be provided with the following response times:./A maximum of 4 (four) hours besides transportation time, 24 hours a day, during the warranty term, for the assistance of faults, since the submission of the report of the installed equipment in certain sites../For the sites installed off of the metropolitan area, it is considered a maximum of 6 hours besides transportation time, 24 hours a day, during the warranty term, for the assistance of faults, since the submission of the report of the installed equipment at 3 sites. o Contractual Conditions. o That at any time, the confidentiality of information related to the request and project is kept. o Since the signature of the contract, the implementation time should be reported. oThe terms of payment will be subject to the provisions of the General Direction of Administration of the National Defense Secretariat o If f o r some reason it is not specified herein some physical or logical component necessary to cover the scope of this project and to meet the needs of telephone integration with the own network of this Country, the supplier will be responsible for the supply and installation of the missing part until it is gotten at a full satisfaction and without any cost to this Country. o The final reception concludes when this Country expresses a legal opinion of acceptance, the Country may perform the necessary acceptance tests to verify the operational effectiveness of the installed equipment. If based on the acceptance tests, some correction, adaptation and configuration needs arise, the expenses that have to be done to address these needs, shall be at the Supplier's own cost and expense. o The unit price of each allocation of the technical-economic proposal, including the IVA tax should be itemized and indicated. o That there are no intermediaries between the SEDENA and th e contractor company for purposes of the handover-reception of the system and to consider the participation of personnel from this Country as a supervisor during the system installation process. o lndependent quotes to determine which option is more viable in a six year evaluation horizon subsequent to the contract. o It: is required to include the quotation separately to equip a corrective maintenance laboratory for subscribers (listing the recommended equipment) when the warranty expires for manpack and vehicle radio sets. oQuotation of an annual maintenance policy for the system infrastructure system for a five-year period after completion of the warranty.
