Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. The US Army Corps of Engineers (USACE), Vicksburg District (MVK), had a requirement for the manufacture of a new stator core for the Unit #1 hydroelectric generator at the DeGray Power Plant in Arkansas. The MVK intended to issue a firm fixed price contract to Alstom Power Inc., 7901 Southpark Plz Ste 110, Littleton, CO, 80120, on a sole source basis. The NAICS code for this requirement is 335312 with a size standard of 1,000 employees. The generator nameplate rating is 42,105 kVA, 0.95 power factor, 13.8kV, 150 rpm, with a continuous overload rating of 115%. The contractor will be responsible for manufacturing a new stator core for the hydroelectric generator, removing the existing stator core, and installing the new manufactured stator core. The new stator core must be compatible with the new stator that has already been designed, built, and supplied in order to accommodate expansion/contraction of the two elements without causing damage to the generator. The contractor must also be willing and able to provide a five year warranty for the entire unit.
