- SOURCES SOUGHT ANNOUNCEMENT FOR BLANKET PURCHASE AGREEMENT FOR MAINTENANCE OF THE FLIGHT MOTION SIMULATOR (FMS) AND AEROLOAD SIMULATOR SYSTEM (ALS) THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION. This is a sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida, is seeking potential sources capable of supplying maintenance for Flight Motion Simulators (FMS) and Aeroload Simulator Systems (ALS). The BPA will be used by the Guided Weapons Evaluation Facility (GWEF). The following are the minimum specifications/requirements: Specifications/ Requirements: Performance Work Statement (PWS) Flight Motion & Aeroload Simulators Maintenance Contract Guided Weapons Evaluation Facility 1.0 Background Guided Weapons Evaluation Facility (GWEF) at the 782d Test Squadron, 96th Range Group, 96th Test Wing at Eglin AFB, FL performs research and development, testing, and evaluation of weapon system performance effectiveness. This process is conducts through hardware-in-the-loop testing utilizing state-of-the-art Flight Motion Simulator (FMS) and Aeroload Simulator (ALS) systems. 2.0 Objective The objective of this task is to establish an agreement for corrective and emergency maintenance support for existing and future FMS and ALS systems. 3.0 Services Required 3.1 The contractor will be required to repair simulator hardware, associated control panels, software and firmware components and troubleshooting existing FMS and ALS systems. 3.2 The contractor will be required to rebuild and/or replace servo controllers, conduct hydraulic system evaluation and repair, and conduct on-site system calibrations and performance verifications. Typical items requiring repair will include but not be limited to swivel joints, bearings, hoses, motors, actuators, hydraulic power units, etc. to maintain the FMS and ALS systems in accordance with GWEF specifications. Carco Flight Motion Simulator l S-458R-3SE 80849 Carco Flight Motion Simulator S-457 80856 The contractor shall submit a list of repairs and cost to the designated government representative prior to repair initiation to ensure sufficient funds are available and approved. All repairs will be at the discretion of government and shall be in accordance with manufacturers and/or GWEF specification. Below is a list of items requiring repair on FMS and ALS systems. System control panels Update Software and firmware components Swivel joints Bearings Hoses Motors Actuators Hydraulic power units Servo controllers Calibrate FMS & ALS system Repair & Tune servo controller Repair valves Repair Roll drives Repair/replace all gear assembles Repair/replace O-ring Replace heat exchanger Slip rings Mechanical Brakes 4.0 Security Requirements Contractor personnel working on this task order shall possess a Secret Security Clearance and be eligible for a Top Secret Security Clearance. 5.0 Hours of Operation Normal duty hours: Monday through Friday from 8:00 AM - 5:00 PM. 6.0 Response Time 6.1 Corrective maintenance call is classified as a condition that if not acted upon immediately and is likely to create an emergency maintenance situation. The contractor shall have the capability to assess the urgent condition within 24 hours of notification. The contractor shall initiate corrective action repairs within 48 hours of assessment, and complete urgent work within five days of notification unless otherwise specified by the government POC. 6.2 Contractor may be required to work nights and weekends, including Federal Holidays to address inoperative or malfunctioning equipment. 6.3 Help Desk Services: Contractor shall provide same day Help desk/Phone service, to address on-site troubleshooting issues and inquiries concerning replacement parts. 6.4 Contractor shall provide call back services during normal duty hours at no additional charge to the government due to incomplete FMS system repairs. 7.0 Place of Performance Work required to accomplish this task will be conducted at the Government Facility located at 211 W. Eglin Blvd., Bldg. 374, Eglin AFB FL 32542-5429 and 101 West Eglin Blvd., Bldg. 13A, Eglin AFB Florida, 32542-6810 8.0 Period of Performance: BASE YEAR: One year from award date OPTION YEAR 2: TBD OPTION YEAR 3: TBD Feedback, questions, and comments regarding the above technical capabilities are welcomed. Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement may be published on FEDBIZOPPS. Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business.
