- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health intends to award a fixed price purchase order with one (1) twelve month base year and four (4) twelve month option periods to Children's National Medical Center, Washington, DC 20010, on a sole source basis to provide pediatric critical care education and training for pediatric critical care support. The Critical Care Medicine Department (CCMD) requires continual education and training by pediatric critical care board certified physicians who are leaders in national professional societies and keep abreast of all cutting edge critical care and research methodology. It is imperative that the CCMD provide the best possible clinical care to its patients, and are trained by highly qualified experts. Children's National Medical Center (CNMC) is the only known physician group with the level of expertise, and knowledge of the Clinical Center pediatric patient population and protocols. There is no other known vendor with comparable capabilities that can meet the complexity or specificity of the work required to support this type of service. CNMC educators are highly trained in unique/complex disease processes, and can provide advanced and relevant information in disease etiology, diagnosis, treatment and procedures as they relate to pediatric medicine. The CNMC physicians perform pediatric critical care on a daily basis and are up to date on current pediatric care practices and modalities. Pediatric care requires unique skills and procedures that can only be provided by physicians with specialized training. The trainers must perform a minimum of two lectures or training modules per month. The trainers must be competent to provide education and training to the CCMD physicians (fellows and senior staff), respiratory therapists, pharmacists and nursing staff in the care of critically ill pediatric patients. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice.
