- Benefits Application SOW Contract Template Peace Corps (PC) seeks candidates highly experienced in development, management, and evaluation of projects and training with the ability to travel on extended assignment to support posts in the Europe, Mediterranean, and Asia region. The Roving Director of Programming and Training will be responsible for ensuring the maintenance of quality programming and training consistent with the interests of the host country government and Peace Corps policies and priorities; and providing administrative and technical assistance for the Volunteers and serving as primary contact for programming and training requirements and procedures. In addition, he or she will also evaluate overall organizational effectiveness and develops strategies and action plans to meet training, programming, and Volunteer support needs as appropriate. See attached Statement of Work (SOW) for complete description of responsibilities. Technical Criteria: Work schedule and travel flexibility. This position will spend the majority of time (approximately 100%) on assignment traveling to support post's program and training needs, and therefore requires extreme flexibility and adaptability, This position is a not to exceed number of 150 working days, annually. Experience coordinating, and/or managing international volunteer-related programs and projects. Experience in coordinating projects for the development and implementation of volunteer training programs. Experience in providing post level advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Experience in developing and maintaining relationships with host country government officials, Embassy personnel, local authorities, and other stakeholders. Experience in providing program management advice and assistance. Experience in training design, and evaluation. Experience designing, managing, and evaluating programs in sectors such as water sanitation and health, small business development, agro forestry, environment, youth development, education, agriculture, community economic development, municipal development, animal production, and/or Teaching English as a Foreign Language (TEFL). Experience leading a multicultural team in an overseas environment, including supervising staff and leading in order to execute the vision and management of a post or overseas office. Excellent oral and written communication. Security background clearance is required. Physically fit and able to receive may need a worldwide medical clearance. The contract award may be subject to the contractor passing a physical examination. US Citizen Contractors must be registered in System Award Management (SAM) before being awarded a Federal Government contract. Registration can be accomplished at www.sam.gov Evaluation Factors: Only applications that meet the mandatory technical evaluation criteria will be considered. Past Performance Three (3) professional references for relevant work performed. Competitive evaluation of applicants will also be based on the following criteria: To be qualified you must have at least five years of overseas work experience, preference will go to candidates with prior Peace Corps experience. To be qualified you must have at least one year of experience performing supervisory duties. The Government will perform a comparative analysis of all applicants and will assess the advantages and disadvantages of each applicant as related to the technical criteria. Multiple awards may be made from this notice and all quotes will be retained and may be utilized for requirements for a period of 6 months. After the closing date for receipt for applications, a committee will be convened to review applications and evaluate them in accordance with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at Peace Corps discretion.
