Description
This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Government has a requirement for spares, repairs, and satellite support of the Arc Light Mobile Satellite Communication system already installed on the Special Projects Aircraft and (SPA) and the EP-3. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304c) (1) as implemented by FAR 6302.1 with Viasat, Inc. 6155 El Camino Real, Carlsbad, CA. 92009-1699. The Government does not possess the Level III drawing package to allow for full and open competition. The Level III drawing package is proprietary to Viasat, Inc. The Arc Light system has been approved, accredited, and tested for utilization on PMA-290 aircraft. The cost impact of testing another vendor's product would result in unacceptable delays in fulfilling the programs requirements, which would result in comprising the aircraft's missions. The solicitation will be made available to interested parties upon request to the Point of Contact (POC) at NSWC Crane. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
