Description
Amended Presolicitation W912GB-14-R-0004: Provides for changes to the quote mark projected quote mark dates of the posting of the solicitation, the pre-proposal discussions/training/site visit and the closing date (proposal due date). All other information remains unchanged. Project 13269 Fuel Stations Upgrade - Israel Synopsis: The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm Fixed Price (FFP) Contract for a Design-Bid-Build (DBB) construction contract for the renovation of existing fuel stations and construction of new fuel storage in Israel. The project will be executed at 3 different project sites within Israel. The work will be done in parallel and with minimum interference to the existing fuel stations. The shutdown of the stations will be done in sequence - one by one after all suitable construction work has been completed and accepted. The proposed renovation and construction will be administered under Foreign Military Sales (FMS) and United States (U.S.) procurement laws and regulations. The contract will be awarded and paid in U.S. Dollars. This procurement is restricted to U.S. firms only, in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, Federal Acquisition Regulation (FAR) 6.302-4 - International Agreement, and Defense FAR Supplement (DFARS) Part 225 - Foreign Acquisition. Contractors participating in this solicitation must be U.S. firms. Any Joint-Venture must be with another U.S. firm. Responses are desired from firms who can demonstrate recent experience and good past performance in construction of similar facilities. The qualifications of the construction firm along with the submitted price will evaluated by the Government and award will be made to the overall best value trade-off. The estimated magnitude of construction is over $10,000,000 to $25,000,000. The maximum construction duration is 540 calendar days. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its contents and functionality prior to the solicitation issue date. It is projected that the solicitation will be issued on or about 22 November 2013 with a pre-proposal discussion / training on or about 10 December 2013, and a projected closing date of 07 January 2014. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any.
