Description

The Naval Supply Systems Command, Weapons Systems Support (NAVSUP WSS) will be hosting an Industry Day on 17 DEC 2013 to discuss the requirements for the follow-on contract to the current Naval Aviation Tire Performance Based Logistics (PBL) contract. The purpose of the Industry Day is to improve understanding of both Government requirements and industry capabilities. The Industry Day meeting will begin at 9:00 a.m. at NAVSUP WSS, 700 Robbins Ave., Building 1, Main Conference Room B, Floor 2 (across from Room 2400)Philadelphia, PA 19111. Because of limited parking availability and the requirement to register at the NAVSUP Visitor Center, attendees are strongly encouraged to arrive at NAVSUP WSS at least 1 hour prior to the start of the meeting. The Naval Supply Systems Command Weapons Systems Support, (NAVSUP WSS) intends to conduct a full and open competition to award a follow-on contract to the current Naval Aviation Tire PBL. It is anticipated that the follow-on contract will be a five-year base, plus one five-year option, Fixed Price with Economic Price Adjustment (FPEPA) Indefinite Delivery Indefinite Quantity Requirements type (PBL) contract for following Aviation Tires in support of Naval operations. The DRAFT SOW is subject to change. Note that the DRAFT SOW does not include the attachments listed in Section C4. This is NOT a Request for Proposals. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a Request for Proposals (which will include the SOW attachments) may be issued within the next twelve (12) months. Responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted to the Government to form a binding contract. Furthermore, the government will NOT assume any liability for any contractor expenses for responding to this notice or for expenses for attending the Industry Day. Any information provided or discussed by attendees must not be company proprietary or business sensitive information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Any information or ideas shared during this Industry Day may be used to develop the Navy Aviation Tire PBL acquisition documents. This event is an opportunity for the U.S. Government to meet with interested Industry parties to discuss the Government's requirements for the follow-on contract to the current Naval Aviation Tire Performance Based Logistics contact. Individual one-on-one discussions with any participant will not be permitted. Contractors shall not contact any Government officials other than the Contracting Officer listed below in regard to the subject draft SOW. Questions regarding this request shall be submitted in writing by e-mail to susan.stein@navy.mil. Please reference Navy Aviation Tire PBL Industry Day Questions in the subject line when submitting questions. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested bidders unless the question is identified as proprietary. TENTATIVE SCHEDULE 0900-1000: General PBL Overview 1000-1100: Tire PBL Statement of Work Overview 1100 -1200: Questions/Comments Please note that due to space limitations, each company is limited to five (5) attendees. Pre-registration for the Naval Aviation Tire PBL Conference Industry Day is required in order to attend, and must be made prior to 8 December 2013. Industry may submit questions with the registration request. Response to Industry questions is at the discretion of the Contracting Officer. Questions that are answered may be answered during the Q&A period in the agenda or at a later date. NOTE: In the event of inclement weather, attendees are to call the NAVSUP WSS weather line at (215) 697-3639 to see if the base is open for business. DIRECTIONS AND BASE ACCESS All unescorted persons entering NSA Philadelphia must have a valid purpose to enter, must be identity-proofed and vetted, and be issued, or in possession of, an authorized and valid access credential. The Navy Commercial Access Control System (NCACS) will be the primary access control system for attendees. Upon receipt of the attendee registration NCACS will verify credentials, and will send an acknowledgement to the primary POC for each company verifying that their attendees are approved for the meeting. No one will be permitted to attend without pre-registration on file. Names must match exactly with the names provided in the visit request. Check-in will be at the NAVSUP WSS Visitor ™s Center. Recommended for travelers using I-276 West (exit 351, old exit 28). From 95 South: Exit at Bridge Street and merge onto Harbison Avenue. Turn left onto Levick Street. Turn left onto Oxford Avenue. NAVSUP WSS-Phil is 1/2 block on the right. From 1 South: Follow US1 North (Roosevelt Boulevard) to Oxford Circle, using the outer 3 lanes. Go almost halfway around the Circle, and turn right (between the two gas stations) to pick up Oxford Avenue West (Route 232). Proceed along Oxford Avenue. NAVICP is on the left after the Public Storage. Recommended for travelers using I-76 East (exit 326, old exit 24, Valley Forge) and 13 North (which joins US1 shortly before Oxford Circle).
