Description
The Space and Naval Warfare Center Atlantic (SPAWAR Atlantic), Code 2.2.3.3, intends to award this requirement on a sole source basis to L-3 Henschel (formerly known as L3 Maritime Systems), located at 90 Nemco Way, Ayer, MA 01432, on a Firm-Fixed Purchase Order to provide services for LPD 17 Class Announcing Systems Microphone Control Station (MCS) Non Recurring Engineering (NRE) efforts per the attached Performance Work Statement (PWS). The purpose of this NRE is to modify the 20-270-1 MCS to incorporate the new touch panel into the MCS and modify the software so that the Graphic User Interface (GUI) works on the new touch panel. The 20-270-1 MCS and software were developed by L3 Henschel and any updates have to be performed by L3 Henschel. LPD 17 class ships are scheduled for a MCS upgrade starting December 2013. This notice of intent is not a request for competitive quotes. The Government will accept quotes from all responsible small business sources with the capability to provide the support and will award a purchase order resulting from this RFQ to the responsible vendor whose offer conforms to the solicitation and is considered to be most advantageous to the Government. Quotes are due by 3:00 p.m. Eastern Standard Time on Monday, 18 November 2013. No electronic or hard copy Request For Quotes will be prepared or made available for distribution. Please include the following information on your quote: Payment Terms; FOB Point and Shipping costs if applicable; delivery date; Tax ID Number; Cage Code; POC e-mail address. The Government will accept proposals via email at: Victoria.Franklin@navy.mil. This action is conducted under FAR Part 13. The applicable North American Industry Classification Systems (NAICS) is 334220. All responding vendors must be registered in the System for Award Management (SAM) prior to submitting invoices for payment. Information to register can be found at www.sam.gov. Invoices must be submitted electronically via Wide Area Workflow (WAWF). Information can be found at https://wawf.eb.ml. Vendor training is available on the internet at https://wawftraining.eb.mil.
