- Description
- The NAVFAC Expeditionary Program Office (NEPO) has a potential requirement for the procurement of an amphibious craft (Naval Amphibious Craft, NAC) for use in land, near shore, and surf zone environments. The craft will support the Beach Master Units during amphibious assaults, assault follow-on echelon landings and Logistics-Over-The-Shore (LOTS) operations. Some portion of production will include a diving variant that includes additional capabilities for Navy divers supporting underwater construction teams (UCTs), beach surveys, and Surf Observations (SUROB). The craft will primarily perform boat lane preparation, landing craft ramp checks, and surf zone salvage. The craft will also support the landing and debarkation of equipment, personnel, supplies, vehicles, and sustainment materiel. The NAC will serve in peacetime littoral and foreign humanitarian assistance disaster relief missions. The craft may also be used for Non-combatant Evacuation Operations (NEO), as well as transporting sustainment material in support of beach clearance / salvage operations. The NAC will be the only amphibious craft, consequently bearing 100% of the surf-zone mission. The craft will function as a waterborne salvage vessel, capable of pushing or pulling (towing) broached landing craft clear of the beach. The NAC will tow other vehicles on land or out of the surf zone. The NAC will effortlessly transition between surf and land environments. The NAC ™s land maneuvers will include improved roads, sand, mud, rocks, coral and snow. The NAC will negotiate 10 ™ breakers in the surf zone and operate independently within five nautical miles of shore (through sea state four). To transit the surf zone safely, the craft will routinely provide simultaneous all-wheel drive and waterborne propulsion. The craft will routinely traverse inclines associated with ship ™s vehicle ramps, sand dunes, and hilly terrain. The NAC will feature survivability measures such as armor (synthetic or metallic), counter-measure wash down (CMWD) system, and fire extinguishing and dewatering capability. The craft will have a dimensional footprint that is approximately 40 ™ long, 10 ™ wide, and 10 ™ high. The craft will have lifting points to support the craft at operational load to crane it aboard the deck of a ship. Respondents shall outline their qualifications relative to the requirement, specifically commenting on their automotive and armor experience, past performance of a similar project type and complexity, and management. All interested parties are invited to submit responses (consider using the attached as a template “ on the attached œStatement of Interest) describing their ability to perform the work requirements or describing any products with similar capabilities. Parties should describe their experience, qualifications, past performance, company information, business size, and if a small business, the status (e.g. 8(a), HUBZone, SDVOSB, or WOSB, etc.), as well as any other relevant information. The NAICS code for this potential requirement is 336612. The due date for all submissions is 1200 EST on 2 December 2013. Respondents should email their submissions to michael.fanizzo@navy.mil. Submissions should be five megabytes or less and in a format compatible with Microsoft Office. This is a sources sought notice issued by the Naval Facilities Engineering Command (NAVFAC), Headquarters, Washington, D.C., this is not a request for proposals. NAVFAC is conducting market research to determine the range of available contractors and assess their capabilities to perform the work requirements described. Submission of this information is for planning purposes only and is not to be construed as a commitment by NAVFAC to procure these services, to pay for the information requested or to make an award on the basis of this notice. Based on the submissions, NAVFAC may invite some respondents to present more information. An award will not be made on any information or offers received in response to this notice.
