Description
The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed price contract to General Atomics for the procurement of software development for the enhancement of the Integrated System Health Management (ISHM) Toolkit or ISHM-T, previously developed under Cooperative Agreement NNS08AA43A. The ISHM-T is a software environment used to implement ISHM capability for rocket engine test facilities. The programming environment for the ISHM Toolkit is G2/Optegrity (Gensym Corporation). This procurement is to continue current software development and pilot implementations at Kennedy Space Center (KSC) and potentially at other NASA facilities. The effort addresses advancing the state of the art in Integrated System Health Management (ISHM) and Autonomous Control (AC) of systems of interest to NASA, in particular ground cryogenic systems. At KSC, implementation in the KSC Cryogenics Testbed Laboratory (CTL) will be continued, and other systems will be added once the technology is validated. General Atomics is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12.The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes.Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 3:00 p.m. (local time) on November 28, 2013. Statement of capabilities must contain sufficient detail to review vendors capabilities. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541511 and $25 million respectively. FOB is destination. It is anticipated that a solicitation will be issued to General Atomics on or about December 5, 2013 with their response due NLT 3:00 p.m. December 19, 2013. An ombudsman has been appointed.
