- THIS IS A SOURCES SOUGHT ANNOUCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, NO PROJECT PLANS OR SPECIFICATIONS ARE AVAILABLE. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Point Reyes Major Acquisition Buying Office in the Pacific West Region of the National Park Service is conducting market research to understand the numbers and types of contractors who have the capability and are interested in performing laboratory analysis of drinking water systems, wastewater systems and swim beach water quality samples for Whiskeytown National Recreational Area, Shasta County, California. The U.S. Department of Interior, National Park Service is contemplating the issuance of a Request for Quotation (RFQ) for laboratory service. These laboratory tests must be conducted by a State of California certified laboratory and meet EPA requirements, and actions. Water sampling conducted at Whiskeytown for example includes monthly routine, special and raw water samples for the presence or absence of coliforms in drinking water. Testing of raw source water is conducted monthly for Total Coliforms and Ecoli. Raw samples and wastewater samples are required to be processed within the holding time to comply with EPA requirements of being taken. Beach samples are also raw samples within the holding time established by the EPA. State of California requires scheduled monitoring of Inorganics, Nitrates and Nitrites, radiological, Total Trihalomethanes, Haloacetic Acids, Lead and Copper for Whiskeytown. Additional flexibility in lab scheduling (with short notice) is needed for the unpredictable nature of seasonal storm sampling or an accidental discharge; sample drop-off may be necessary on weekends, requiring a local drop-off site within reasonable driving distance (one hour) from Whiskeytown NRA headquarters. Stringent hold times are established in our monitoring protocol, so timely processing of samples must be guaranteed before beginning field work. The main parameters to be tested will be those samples requiring results for determination for additional sampling. Proper chain of custody procedures should be utilized, and reported with each set of sample results (results should be faxed as soon as possible and a hard copy sent within two weeks of known sampling results). Technical support and sampling guidance over the phone may be needed occasionally. There is also a need for approximately 100 sample bottles per month be provided for routine sampling that will need to be picked up and provide replacement sampling bottles. The laboratory must provide the correct sample bottle size for samples requiring a specific quantity for testing.
